About this opportunity
The United States Marshals Service (USMS) is seeking a comprehensive Vehicle Fleet Management Services (VFMS) contract to administer and maintain its fleet of approximately 4,238 vehicles, including sedans, SUVs, trucks, vans, and buses. The primary objective is to provide a proactively managed fleet program that optimizes return on investment, manages replacement cycles, reduces risk, and controls expenses. Key contract requirements include establishing a nationwide network of Automotive Service Excellence (ASE) certified service providers, implementing a web-based fleet management system, and offering services such as emergency repairs, preventative maintenance, routine repair management, and accident management. The procurement will use a Request for Information (RFI) process to gather market research, with potential vendors required to respond to ten detailed questions about their technical capabilities, contract structure, and pricing. The current solicitation timeline indicates a response deadline of May 22, 2025, with the contract expected to commence on November 30, 2025.
The contract is designated as a Total Small Business set-aside, targeting small business contractors within the General Automotive Repair (NAICS 811111) category. The procurement will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period of 12 months and four additional 12-month option periods, ultimately spanning from November 30, 2025 to November 29, 2030. While specific award values are not explicitly stated, the comprehensive nature of the fleet management services suggests a potentially significant contract value given the extensive vehicle fleet and nationwide service requirements. The contract will require the selected vendor to provide a Master Automotive Technician, implement automated maintenance reminders, and maintain robust data management and reporting capabilities. Contractors will need to demonstrate compliance with federal information technology security standards and the ability to protect sensitive information throughout the fleet management process.
