About this opportunity

The United States Marshals Service Asset Forfeiture Division has issued a sole source justification notice to award a contract to Delta 21 Resources Inc. for specialized animal services related to canines seized in illegal fighting operations. The services encompass comprehensive care including onsite seizure support, transportation, daily care, veterinary treatment, kenneling, behavioral assessments, disposal services, and expert witness support for animals involved in federal court cases. The USMS is justifying the sole source award under 41 USC 3304(a)(1) based on Delta 21 being the only responsible source capable of providing immediate nationwide services with 48-hour mobilization while maintaining continuity of evidence for ongoing federal cases. The bridge contract has an estimated ceiling value of $899,999 and will extend through February 28, 2026, serving as a temporary measure while the agency conducts a competitive recompetition expected to be awarded in the second quarter of fiscal year 2026. Delta 21 currently maintains custody of 88 dogs in federal custody and possesses the specialized facilities, licensed veterinarians, trained staff, and transport equipment necessary to meet USDA and Department of Justice standards. Market research conducted in the fourth quarter of fiscal year 2024 revealed a limited vendor pool, with only one response received that did not meet the full requirements, further supporting the sole source justification.
