About this opportunity

The Department of Transportation Maritime Administration intends to solicit full-scale food services at the United States Merchant Marine Academy (USMMA) in Kings Point, New York, and is conducting a market survey to inform acquisition strategy, with responses due May 18, 2026. This is a Request for Information only; no contract award will be made based on survey responses, and solicitation release has not been announced.

The anticipated contract structure is fixed-price, performance-based, with a one-year base period and four one-year option periods for a five-year total term. The Government reserves the right to consider a set-aside for small businesses or small business socioeconomic contracting programs, including 8(a), HUBZone, service-disabled veteran-owned small business, women-owned small business, and economically disadvantaged women-owned small business.

Food services encompass approximately 750–800 midshipmen plus 300 staff and faculty across multiple locations: Delano Hall (primary dining), the Academy Training Vessel, Topside Dining Room, Patten Clinic Infirmary, special events, and concession operations at the Seafarer Cafe and two athletic facilities. Service includes breakfast, lunch, dinner, and weekend brunch across varying schedules and styles. The contractor furnishes all food, beverages, supplies, and labor while the Government provides facilities, utilities, and permanent kitchen equipment.

Performance objectives include quality to USDA Grade A standards, 95 percent on-time service delivery, 95 percent customer satisfaction via weekly surveys, 100 percent sanitation compliance with New York State Board of Health regulations, and adequate staffing. Key personnel including managers, head chefs, and bakers require Contracting Officer Representative approval. The contractor or Randolph Sheperd representative must have at least 10 years certified culinary experience.
