About this opportunity
The United States Marine Corps awarded a bridge contract to ECS Federal, LLC for Information Technology Service and Support to the Marine Corps Manpower and Reserve Affairs (M&RA) Manpower Information Portal system on May 14, 2026, under sole-source authority per 10 U.S.C. 3204(a)(1) and FAR 6.103-1(c)(2)(ii).
The contract runs 13 months: an 8-month base period from May 11, 2026 through January 10, 2027, followed by two 2-month option periods and one 1-month option period under FAR 52.217-9. The contract employs a hybrid structure combining firm-fixed-price with labor-hour and time-and-materials CLINs representing 25.4% of overall value, per FAR 12.104(b)(1)(i) and FAR 16.601-3(a). Contract award value is $6,623,017.
Services include project management, database administration, IT service management, application development, help desk support, web design, and information assurance. Personnel must have extensive experience with Red Hat Enterprise Linux 7, Oracle WebLogic, Java Server Pages, Angular 8, PowerBuilder 2017, Microsoft Dot Net, Java Enterprise Edition, Oracle Application Express, and PL/SQL. The Marine Corps Installations National Capital Region Regional Contracting Office justified the sole-source award citing unacceptable delays from competitive procurement, including extended OSBP review, personnel losses, and transition requirements. A competitive follow-on procurement is anticipated for award May 3, 2027, with full and open competition and no set-asides.
