About this opportunity

This Special Notice from the United States Marine Corps concerns a sole source bridge contract for management and operations of the USMC Consolidated Storage Program. The incumbent contractor, PrimeTech International Inc., will continue providing highly specialized services under contract number M67004-19-P-2010 from March 22, 2020 through September 21, 2020.

The six-month bridge contract is being awarded noncompetitively to prevent an unacceptable break in services for 57 facilities across 21 geographic locations worldwide. The services provided under the Consolidated Storage Program Operations contract are essential to executing the Marine Corps' mission and maintaining readiness for I, II, and III Marine Expeditionary Forces as well as other units. The follow-on competitive contract solicitation will be posted on January 30, 2020 with an NAICS code of 493190 and $30 million size standard. Justification is provided under FAR 6.302-1(a)(2)(ii)(B) citing the need for continued specialized services from the original source.

Notice text

Marine Corps Logistics Command (MARCORLOGCOM) Albany, GA Contracts Department intends to negotiate a sole source, bridge contract to PrimeTech International Inc. (PTI), Cage 52DA5.  The period of performance will be 22 March 2020 – 21 September 2020 (6-months). The North American Industry Classification Standard (NAICS) code is 493190 – Other Warehousing and Storage; Size Standard is $30 million.  The requirement is for a contractor to operate and manage the USMC Consolidated Storage Program (CSP) worldwide (Continental United States (CONUS) and outside the Continental United States (OCONUS) network and to maintain total asset visibility utilizing the Government-Owned Contractor-Operated (GOCO) facilities and GOCO Information Technology (IT) systems (i.e. Defense Property Accountability System Warehouse Module (DPAS-WM, Marine Forces Special Operations Command (MARFORSOC) Special Operations Forces Sustainment, Asset Visibility and Information exchange (SSAVIE), and Global Combat Support System – Marine Corps (GCSS-MC)).  The Request for Proposal for the follow-on contract is scheduled to be available on (https://beta.sam.gov/) under M67004-20-R-0012 by 30 January 2020.

Justification for noncompetitive action: PTi is the incumbent under contract number M67004-19-P-2010. This action is pursuant to 41 U.S.C. § 3304(b)(2) and 10 U.S.C. § 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(ii)(B), “services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in […] unacceptable delays in fulfilling the agency’s requirements.” The United States Marine Corps requires the services provided under the CSP Operations contract in order to execute its Title 10 mission.  Without a bridge contract, a break in service will occur on 22 March 2020 until the anticipated competitive follow-on award.  This break in service will impact all (57) facilities across the (21) geographic locations worldwide, affecting the combat readiness at I, II, and III MEF; Training and Education Command; School of Infantry-East; National Capital Region; and Marine Corps Forces Special Operations Command.
