About this opportunity
The U.S. House of Representatives, through its Office of IT Customer Solutions Directorate (ITCS), is soliciting qualified contractors to provide comprehensive technical support operations across three service tiers (Tier 1 Service Desk, Tier 2 Technical Support, and Tier 3 Expert Support) to House members, committees, leadership offices, and staff. The contractor must deliver end-user technology support services including hardware troubleshooting, software support, mobile device management, peripheral support, and computer imaging for approximately 16,000 users across House headquarters and approximately 950 district offices nationwide. Key requirements include 24/7 support availability with initial response within one hour, on-site arrival capability within four hours for critical issues, and issue resolution within eight business hours, while maintaining strict compliance with House information security policies and confidentiality requirements. The evaluation will be multi-phase, assessing technical approach, management approach, corporate capabilities, past performance, and pricing, with the award intended to represent the best value to the House. The current proposal due date is December 10, 2025, at 2:00 PM Eastern Time, with the most recent question period having closed on November 12, 2025.
This procurement includes no set-aside designations, and no incumbent contractor information is disclosed in the solicitation documents. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with estimated staffing of approximately 30 full-time contractors during standard operations (10 Tier 1, 15 Tier 2, and 5 Tier 3 personnel), scaling to approximately 55 personnel during Congressional Transition periods, with an estimated annual ticket volume of 44,500 across all service tiers. The contract period is estimated to run from the award date through January 2, 2027, with potential extensions extending through January 2, 2033. Contractors will support approximately 13,000 devices across the technical environment, utilizing existing House platforms including BMC Helix, Microsoft 365, WorkspaceONE, and Intune. The place of performance is Washington, DC, with services extending to district offices throughout the continental United States and OCONUS territories including Alaska, Hawaii, and Puerto Rico.
