1. The heating oil tanks are specified as "Flameshield" tanks. Would a STI-F921 tank be acceptable? Yes
2. Our standard stock skid design is attached? Would that be acceptable? Yes, your stock skid would be acceptable.
3. You specified a "Fireguard" tank but mentioned STI-F921, would you like me to disregard that reference? Yes
4. Your avgas tank photo shows a tank with a manhole, do you want a manhole with this size tank? No, a manhole is not required for this size tank.
5. Our standard spill basin is 7-1/2 gallons, you specified minimum 7 gallons. Is our standard basin okay? Yes
6. We are proposing standard emergency vents without a vacuum vent. Is that acceptable? Yes

U.S. Fish and Wildlife Service, Anchorage, Alaska, has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0007. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-1 effective December 20, 2018. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.
Description of Requirements:
The U.S. Fish and Wildlife Service is requesting quotes for the purchase and delivery of three tanks: 1, 500-gallon double-walled heating oil tank; 1, 1000-gallon double-walled heating oil tank; and 1, 1500-gallon double-walled aviation gasoline tank. See Statement of Work for delivery locations. All tanks shall be delivered to Alaska destinations. The basis for award is Best Value to the government.

In addition, your proposal should provide unit price and total price. No formal format is required as this is a combined synopsis/request for proposal solicitation. Offers must be received by 2:00 pm Alaska Daylight Standard Time, February 22, 2019 at the U.S. Fish and Wildlife Service, 1011 E. Tudor Rd, MS-171, Anchorage, AK. Offers received after this date and time will be considered non-responsive in accordance with 52.212-1(f) and will not be evaluated.
