Statement of Work

PART 1 - GENERAL

1.1 PROJECT DESCRIPTION and SCOPE COMPONENTS:

1.1.1 This project is in two parts:

1. Part one: Contractor shall provide two (2) tanks, one a 500-gallon double-walled heating oil tank system and the other a 1,000-gallon double-walled heating oil tank system, both for delivery to Bethel, Alaska.

Deliver the tanks FOB destination to: Yukon Delta National Wildlife Refuge, USFWS FAA Housing Units, Bethel, Alaska 99559. Address for the 500-gallon tank is Old Pellumbi Duplex, 223 Blackberry Street. Address for the 1,000-gallon tank is Old Pellumbi House, 228 Blackberry Street, Bethel, Alaska 99559.

2. Part two: Contractor shall provide one (1) 1,500-gallon double-walled aviation gasoline tank system for delivery to Soldotna, Alaska. Deliver the tank FOB destination to: USFWS Kenai NWR, USFWS Housing Unit, 609 Funny River Road, Soldotna, Alaska 99669.

1.1.2 Final Delivery Date for all tanks: September 30, 2019

1.2 LOCATIONS:

The method of transportation to the delivery location shall be determined by the Contractor as outlined in the Work Plan. Deliveries shall be made as soon as possible after submittal approval but no more than 30 days after said approval. The Contractor has sole responsibility for the tanks until they are delivered FOB to their final location.

1.3 ACTION SUBMITTALS:

Contractor shall submit project data for review to include:

A. Manufacturer's literature for tank and appurtenances B. All commissioning instructions C. Test results D. Parts lists E. Coating system information F. Electrical information G. Warranty information

1.3.1 Contractor shall submit shop drawings of the new tank systems and all appurtenances for review, to include:

A. Principal dimensions B. Markings and Signage C. Weight D. Color E. Port locations F. Port markings G. Skid details H. Ladders I. Specifications J. Detailed parts list with descriptive literature

1.3.2 Provide initial and final electronic copies of the submittals. When comments are made to initial submittal, Contractor shall highlight those changes in subsequent submittals. Descriptive literature shall be exact, no assumptions are made and no substitutions are allowed without prior written approval.

PART 2 – PRODUCTS

2.1 DOUBLE WALLED, STEEL HEATING OIL STORAGE TANK SYSTEMS (Heating Oil tank Systems):

Provide two new double walled heating oil tank systems, one 500 gallons and one 1000 gallons constructed to meet Steel Tank Institute F921, Appendix D and UL 142 and UL 2080 requirements. This system is equal to a “Flameshield” tank system. The total (actual) capacity of the tanks shall neither be less than the rated nominal capacity nor more than 110 percent of the rated nominal capacity. Tanks shall comply with NFPA 30A for fire resistive performance. The tanks shall be cylindrical in shape and mounted on structural steel beam skids that are an integral part of the tank. Provide the proper nameplates for a supported tank system. Provide a marine grade coating system, desert sand color. Provide lifting lugs and ground lugs.

2.1.2 Tank ports:

A. A fill port B. A suction port C. A fuel level gauge port D. An interstitial leak detection port E. One (1) normal vent port for the primary tank F. Two (2) emergency vent ports, one for the primary tank and one for the secondary tank G. One spare port for the primary tank, locate near the fuel level gauge port H. One spare port for the secondary tank

2.1.3 Markings:

A. Mark each tank with the manufacturer's name, trade name, or trademark or other descriptive marking by which the organization responsible for the product can be identified. If a manufacturer produces tanks at more than one factory, each tank shall have a distinctive marking by which it can be identified as the product of a particular factory. Each tank shall also be marked with:

"NO SMOKING" signs on each side and ends “FLAMMABLE” signs on each side and ends

“HEATING OIL” signs on each side “500 Gallons” and “1000 gallons” signs on each side UL 142, UL 2080, and STI nameplates etc. as appropriate permanently attached to the tank system NFPA Chemical hazard labels All ports shall be marked.

B. The required markings shall be embossed, `etched, stamped on a nameplate of corrosion resistant metal, or as described below. The markings shall be in a size and style of type corresponding to 18 point Franklin Gothic [1/4 inch high letters] or the equivalent. The nameplate shall be attached by welding or brazing or by attaching it by drive screws, rivets, welding, or brazing to a bracket or holder that is then welded or brazed to the tank.

If a pressure-sensitive label, ink or paint stenciling, or other method is used, it shall comply with the requirements in the Standard for Marking and Labeling Systems, UL 969; be suitable for outdoor use and exposure to fuels and gasoline; and have a minimum surface temperature rating of 140o F. The nameplate shall be secured to the primary and secondary tank.

2.1.4 APPURTENANCES:

All materials used in fabrication shall be compatible with the base tank, flammable and combustible liquid, and the physical and atmospheric conditions where the device is used. Polymerics and elastomers shall be evaluated for compatibility with fluids, surface, or atmospheric conditions with which the part comes in contact. These materials shall comply with the requirements for gaskets and seals, UL 157. All accessories shall be constructed to minimize the stresses on the base tank.

A. Provide a marine grade coating system B. Provide one (1) each spill containment basins C. Provide one (1) each fill and suction tube, the suction tube shall be 3” from the tank bottom.

D. Provide one (1) each OSHA approved ladder E. Provide one (1) each anti siphon valve F. Provide one (1) each clock type battery powered alarming quantity gauge.

G. Provide one (1) each interstitial leak detection indicator.

H. Provide one (1) each normal vent pipe long enough to be twelve (12) feet above ground level. Provide one (1) each normal vacuum pressure vent set below the pressure of the emergency vent.

I. Provide two (2) each emergency vent pipes long enough to be two feet above the top of the tank. Provide two (2) each emergency vents set above the pressure of the normal vent.

J. Provide one (1) each copper grounding wire and a ground rod.

K. Provide skids.

A. Coating system: Provide a heavy duty marine grade coating system. Apply coatings according to manufacturer’s recommendations. Primer to be high solids primer compatible with finish paint. Final color shall be Amershield 1046 (desert sand) or equivalent. Provide details on how the paint was applied. Provide details about how to maintain the coating integrity.

B. Spill basin: Provide one (1) each spill containment basins. Stand alone system, attached to tank system. It shall hold a minimum of seven (7) gallons. It shall have a push-type access drain for spilled product and a lockable lid. The overfill sump shall not extend into the top of the main tank such that filling of the main tank is restricted from normal fill rates. Sump shall be less than 12" above top of the tank.

C. Fill and suction tubes: Provide one (1) each fill and suction tube. Fill tube at least 3” from tank bottom.

Suction tube at least 6” from the tank bottom. Provide fill and suction tubes of aluminum material, located at opposite ends of the tank. The fill pipe shall be provided with a means for making a direct connection to common fuel truck apparatus, so the delivery of fuel is not exposed to the open air during the filling operation.

The fill tube shall extend to within 6" of the tank bottom.

D. Ladder: Provide one (1) each OSHA approved ladder. One (1) each OSHA approved end mounted ladder.

Ladders shall comply with the construction requirements in accordance with the current edition of Occupational Safety and Health Standards, Title 29 of the Code of Federal Regulations, Part 1910, Subpart D, Section

1910.27 - Fixed Ladders. Ladders shall support a static load of 1000 pounds.

E. Anti-siphon valve: Provide one (1) each anti siphon valve sized for each system. EBW or OPW 199ASVor equivalent. Valve shall have adjustable head pressure range and include an internal pressure relief valve.

Provide installation instructions. Provide isolation valves for ease of maintenance. Clearly show proposed valve connection details on submittal drawing.

F. Clock type fuel quantity gauge with alarm: Provide one (1) each clock type battery powered alarming quantity gauge. Morrison 918F, clock gauge with alarm or equivalent. One (1) each clock type battery powered alarming fuel quantity gauge. Gauge shall read in feet and inches with built in battery powered high level warning alarm. Gauge can be rotated 360 degrees after mounting. Place ports for gauge to be convenient to view from fill port.

G. Interstitial leak detector: Provide one (1) each interstitial leak detection indicator. Krueger Sentry Gauge model K-2 or equivalent. Vertical type leak monitor to detect leaks in the interstitial/annular space of a double wall tank.

H. Normal vent and vent pipe: Provide one (1) each normal vacuum pressure vent set below the pressure of the emergency vent. Provide one normal vacuum/pressure sized to fit and operate with the normal vent pipe. The vent pipe shall be of a length to terminate a minimum of twelve (12) feet above grade.

I. Emergency vent and vent pipe: Provide two (2) each emergency vents set above the pressure of the normal vent. Provide two emergency vacuum vents sized to fit and operate with the emergency vent pipes. Tank vent pipes for emergency venting shall be of a length to terminate a minimum of two feet (2) feet above the top of the tank or as code allows.

J. Grounding wire: Provide one (1) each copper grounding wire and a ground rod.

K. Skids: Provide one set of skids. Skids shall reach at least 6” beyond the tank on the sides (diameter) and length of the tank.

L. Piping Systems: Provide piping, joints, valves, and fittings that shall comply with NFPA 30. Joints shall be made liquid tight and shall be threaded, except that listed flexible connectors may be used when installed in accordance with NFPA 30. Piping systems shall contain a sufficient number of valves to operate and protect the system. Piping systems in connection with pumps shall contain a sufficient number of valves to properly control the flow of liquid in normal operation and in the event of physical damage.

2.2 DOUBLE WALLED STEEL TANK SYSTEM (Aviation Gasoline Tank System Only):

Provide one new double walled 1,500 gallon aviation gasoline tank system constructed to meet Steel Tank Institute F921, Appendix D and UL 142 and UL 2085 requirements. The tank shall be equal to a “Fireguard” tank system as per fire code in Alaska. The total (actual) capacity of the tanks shall neither be less than the rated nominal capacity nor more than 110 percent of the rated nominal capacity. Tanks shall comply with NFPA 30A for fire resistive performance. The tanks shall be cylindrical in shape and mounted on structural steel beam skids that are an integral part of the tank. Provide the proper nameplates for a supported tank system. Provide a marine grade coating system, desert sand color. Provide lifting lugs and ground lugs.

2.2.1 Tank ports:

Tank vent pipes for emergency venting shall be of a length to terminate a minimum of two feet (2) feet above the top of the tank or as code allows.

J. Grounding wire: Provide one (1) each copper grounding wire and a ground rod.

K. Skids: Provide one set of skids. Skids shall reach at least 6” beyond the tank on the sides (diameter) and length of the tank.

L. Piping Systems: Provide piping, joints, valves, and fittings that shall comply with NFPA 30. Joints shall be made liquid tight and shall be threaded, except that listed flexible connectors may be used when installed in accordance with NFPA 30. Piping systems shall contain a sufficient number of valves to operate and protect the system. Piping systems in connection with pumps shall contain a sufficient number of valves to properly control the flow of liquid in normal operation and in the event of physical damage.

M. Fuel Equipment Cabinet:

The fuel equipment cabinet assembly shall house the pump, the mechanical meter, hose assembly, hose reel, static reel, static line, isolation valves, and filters. Provide a welded on hasp for use with a 3/8 inch shackle pad lock. Provide electrical connection for an existing power source. Entire cabinet shall be painted with desert sand colored marine grade paint. The cabinet shall have secondary containment sloped to a low point drain. Provide vapor proof braided flexible piping to connect the base tank system. The cabinet shall arrive as completely assembled and as ready for use as possible. Provide cut off switch tied to the differential pressure gauge. Cut of switch is designed to cut pump off if an excess differential pressure is experienced.

Mount filter vessel with sufficient clearance (8”or more) to allow sumping and cartridge change out. Provide in line fuel sampling probe, Gammon GTP-7 or equivalent. The system shall be completely plumbed, prewired, and explosion proof. The system shall require only an electrical supply to be operational. Provide a red lamp to indicate pump system is activated. The cabinet is on the same skids as the tank system (see attached).

Shop Finishing: Assembly shall have shop or factory applied primer and fluorocarbon, urethane-aliphatic two pack (Type V) or siliconized polyester paint system. Prior to sand blasting or coating the assembly shall be inspected and certified to confirm that the following conditions exist:

The entire exterior surface is prepared by abrasive blasting in accordance with SSPC-SP 6. Use clean cloths to remove dust. Abrasive blasting is completed without interruption and coating is applied immediately after. All welding is finished, welds are cleaned and weld splatter is removed. Greasy or oily areas are removed form surface with solvent. Temperature and humidity are within coating manufacturer's printed requirements.

After blasting, coat entire exterior with a primer coat followed by two coats of 11fluorocarbon, urethane-aliphatic two pack (Type V) or siliconized polyester paint. The primer and coating shall both be applied to a minimum of 1-1/2 mils dry film thickness each over the entire surface.

Aviation fuel pump: Gorman-Rupp centrifugal pump or equivalent with a preferred two year warranty. UL listed, aviation fuel rated, commercial grade, industry standard pump with explosion-proof motor, sealed bearings and permanent magnet. Self-priming, automatic bypass valve system that won't let motor overheat.

Pump shall be capable of producing 10-15 gpm at the nozzle. Isolate pump with ball valves for ease of maintenance. Pumps with gear case that requires gear lubricant are not acceptable as they will not function in cold climates. Provide cut off switch tied to the differential pressure gauge. Cut of switch is designed to cut pump off if an excess differential pressure is experienced. Provide extreme cold weather pump seals. If extreme cold weather pump seals or other cold weather pump materials (oils, lubricants) are not available, identify those items with proposal. Isolate pump for ease of maintenance. Pumps with gear case that requires gear lubricant are not acceptable as they will not function in cold climates.

Digital Fuel Meter-Totalizer Only: Provide the meter compatible with aviation gasoline as manufactured by Assured Automation.

Aviation hose: Provide Goodyear, Durodyne, Elaflex or approved equal. Hose shall comply with API Bulletin 1529, 1", Class 1, Type C, nonelectrically bonded hose incorporating semi conductive cover compound. Fifty (75 feet) of (operability to -40o F, Impervious to damage at -40o F) hose for use in avgas systems. Couplings shall comply with API 1529. Hose piping shall have integral grounding strap connections. Provide a cam lock on the hose from end of hose to the pump.

Hose Reel: Provide Hannay, CoxReel, Reelcraft, or approved equal. Electric rewind with manual as secondary suitable for 100 feet of 1 inch avgas hose, with hose stop and roller (TR), hose shall be able to be mounted so it can be pulled straight out.

Static Grounding Reel:

Hannay model #HGR 75, CoxeReel, Reelcraft or approved equal. Spring rewind, 50 feet 7X19 galvanized cable with clear plastic coating, adjustable guide arm with cable guide

Aviation fuel filters: Provide Velcon (Mdl # VF 61, with differential pressure gauge), Bendix, Facet or approved equal. Aviation approved conforming to IP 1583, single stage, absorbent monitor rated to allow 20 gpm at the nozzle. All sections of the filtering system shall have electrical continuity with adjoining piping and equipment. Filter separator sumps and associated piping that may contain water shall be protected to prevent freezing and bursting. All filters shall match the pumping pressures and flow rate in gallons per minute (gpm) of the pump. Configure filter to be readily accessible with a minimum 8” clearance to allow sumping and cartridge change out.

Sediment pre-filter shall be aviation approved with short canister, Goldenrod or equal. Filters shall meet or exceed the following:

●Total Solids: 0.3 mg/liter or 1.1 mg/ gallon average; 0.5 mg/liter or 1.9 mg. gallon maximum

● Free Water 15 ppm (parts per million) - volume

● Media Migration 10 fibers/liter

Aviation gasoline nozzle: Provide one over wing refueling nozzle shall be equal to a Morrison 218 Aircraft Refueling Nozzle. The valve that controls the flow of fuel to an aircraft shall have a deadman control. Nozzle spout screens shall be 100-mesh or finer and readily accessible for inspection and cleaning. Nozzles shall have dust covers.

DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. 52.212-3 Offeror Representations and Certifications-Commercial Items. (Nov 2017) (provision)

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

(a) Definitions. As used in this provision--

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(6) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(7) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(2) Through another subsidiary of a parent corporation.

“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

“Veteran-owned small business concern” means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
