About this opportunity
The United States Fleet Forces Command (USFFC) and Mid-Atlantic Regional Maintenance Center (MARMC), under the Department of the Navy Naval Supply Systems Command, are seeking industry input on Operational Level (O-Level) maintenance and support services for 24 Duty Crew Berthing Barges used during CNO scheduled ship overhauls and repairs. The contractor will provide comprehensive maintenance services including interior and exterior repairs, electrical and mechanical work, painting, plumbing, security systems maintenance, firefighting equipment servicing, and port husbandry tasks for barges located in Kittery, Maine (4 barges), Groton, Connecticut (1 barge), and Hampton Roads, Virginia (19 barges). All contractor personnel must possess SECRET security clearance and complete mandatory training in cybersecurity, operations security, and antiterrorism awareness. The anticipated acquisition structure is a single Cost Plus Fixed Fee (CPFF) service contract. Interested businesses must submit a 10-page Statement of Capabilities by August 27, 2025, at 8 AM EST, detailing company information, size, ownership, security clearance verification, corporate experience, and maintenance service capabilities.
This pre-solicitation notice indicates no set-aside designation is currently in place, though the Navy is exploring potential small business set-aside opportunities and requires that two or more small business prime contractors must be capable of performing at least 50% of the effort. No current incumbents or contractors are identified in the documentation. While specific contract values are not disclosed, the scope involves maintaining barges that are 40-60 years old across three East Coast locations. The anticipated contract timeline includes a 12-month base period beginning in January/February 2026, followed by four additional 12-month option periods, creating a potential five-year total performance period. The work encompasses maintaining aging maritime assets that provide critical quality of life facilities for naval personnel during extended maintenance periods when ships become uninhabitable.
Notice text
The USFFC and MARMC are seeking industry input from industry on capability and approach regarding a potential requirement for Operational Level (O-Level) maintenance, service call work, system/equipment familiarization and port husbandry services in support of the Berthing and Messing Program. The COMUSFLTFORCOM Berthing and Messing Program maintains and operates Duty Crew Berthing Barges that are used by the Fleet when ships become uninhabitable during CNO scheduled overhaul and
repair periods. The barges perform a vital function in that they provide office, berthing and messing facilities in close proximity to the ships. Many of the barges are over 40 years old and require regular preventive maintenance to support present day fleet requirements. The contractor will provide unclassified operational support for assigned program Duty Crew Berthing Barges to include O-Level maintenance, service call work, system/equipment familiarization, and port husbandry requirements, to include customer delivery and receipt. Berthing and Messing Program Duty Crew Berthing Barges and other Service Craft (Non-Self
Propelled) covered under this requirement are located in Kittery, ME; Groton, CT; and Hampton Roads, VA.
Information is being gathered to determine industry capability to fully meet the Government's stated requirements. Potential sources either alone or with appropriate teaming partners must have demonstrated expertise/capabilities in relation to all tasks within the draft Performance Work Statement (PWS). PWS.
