About this opportunity

The Department of Agriculture, under the Farm Production and Conservation business center, intends to solicit three particle size distribution analyzers (PSDA) for the Kellogg Soil Survey Laboratory with an RFI response deadline of July 10, 2026. No set-aside is anticipated.

Place of performance is Lincoln, Nebraska (1121 Lincoln Mall, room 230). The analyzers must achieve 100% compatibility with current KSSL technology, specifically laser diffraction systems featuring a single-lens measurement range of 0.01–3500 micrometers, 690 millimeter optical bench length, red laser (633 nanometers Helium-Neon), blue LED (10 milliwatt, 470 nanometers), and wide-angle detection (0.015–144 degrees). Hardware must include 600 milliliter sample tank constructed of stainless steel and borosilicate glass, variable-power inline sonication (40 watts at 40 kilohertz), automated pumping and stirring up to 2.3 liters per minute, and full automation of sample dispersion, cleaning, and dispersant filling. All three analyzers must be compatible with existing Mastersizer 3000/3000+ wet dispersion units.

Delivery is required within 180 days after order receipt. The acquisition supports the Regenerative Pilot Program, which will generate approximately 8,000 soil samples requiring particle size analysis with a mid-December deadline for data delivery.

The RFI invites interested vendors to submit responses via email to scott.crist@usda.gov and ryan.lorimer@usda.gov by 10:00 a.m. July 10, 2026, including capability confirmation, delivery timeline, country of manufacture, pricing, company details, socio-economic classification, and SAM registration information. This RFI is market research only; no contract will be awarded from this synopsis.

Notice text

The National Soil Survey Center (NSSC) – Kellogg Soil Survey Laboratory (KSSL) requires the acquisition of three particle size distribution analyzers (PSDA) to expand laboratory capacity for soil texture analysis. This increase in analytical capability is necessary to support the expected surge of several thousand soil samples associated with the Regenerative Pilot Program, which will require timely and accurate particle size data to meet project objectives.
