About this opportunity
The USDA Forest Service's Swan Lake Ranger District on the Flathead National Forest is seeking a contractor to provide snow removal services for the Swan Guard Station roadway and parking area. The contract requires plowing services to commence when snow accumulation reaches eight inches or more, as requested by the Contracting Officer's Representative, with services to be delivered within 24 hours of notification. The contractor must clear approximately 110 yards of access road (Forest Service Road 768) and a 30' x 30' parking area using either a tractor with snow blower or truck with front-end plow, and may need to relocate snow berms using front-end loader equipment when necessary. Evaluation criteria will consider contractor experience, past performance, and price, with experience and past performance combined being weighted equally to price. Questions regarding the solicitation must be submitted by September 9, 2025, with quotes due by October 10, 2025, at 5:00 PM Mountain Time to joanne.meiers@usda.gov.
This opportunity is set aside exclusively for small businesses under NAICS code 561730 (Landscaping Services) with a size standard of $9.5 million. No incumbent contractor is identified in the solicitation documents, and no specific award values or budget ranges are disclosed. The contract includes a base performance period from December 1, 2025, through November 30, 2026, with four additional one-year option periods that could extend services through November 30, 2030. Historical data indicates that snow removal of the specified areas has typically required minimal time to complete, though specific duration details are provided in the amended Statement of Work. Performance will occur at the Swan Guard Station in Swan Lake, Montana, with the contractor responsible for maintaining clear and safe access to the rental cabin for guests and Forest Service staff throughout the winter months.
