STATEMENT OF WORK

SWAN GUARD SNOW REMOVAL

Flathead National Forest Swan Lake, MT 59911

1. Scope:

The Swan Lake Ranger District on the Flathead National Forest has the need for a Performance-Based Service Contract for snow removal. Performance-Based means the Contractor is responsible for an end product. If an end product is not provided in compliance with the contract specifications, an adjustment to the payment will be made.

The purpose of this contract is to obtain snow removal services on the designated roadway and parking area for Swan Guard Station. Snow removal (plowing) should commence when the snow level has reached eight (8) inches or more, when requested by the Contracting Officer’s Representative (COR). Snow will be piled into designated areas, to be discussed with the COR prior to work proceeding.

Depending on snow depths at Swan Guard Station, there may be an additional need to move snow berms and piles, to ensure access and parking spaces for the cabin. This determination would also be made by the COR, with input from the contractor.

2. Description and Location:

The contractor shall furnish all labor, supplies, materials, equipment, transportation, and supervision necessary for snow plowing and snowbank removal at the Swan Guard Station rental cabin.

Swan Guard Station is located off the west side of Highway 83, just south of Swan Lake, near milepost 69. It is signed and visible from the highway. The cabin access road, Forest Service Road (FSR) 768, is just south of the site identification sign. Starting from Highway 83, the contractor shall remove snow from the access road, which bends to the north as it passes a smaller, unoccupied cabin. Contractor shall continue plowing toward the main cabin with the porch, until reaching the parking area on the west side of the access road. Note that there are large boulders along the border of the entry road to prevent vehicle use off the roadway. In addition to the access road, the parking area, approximately 30’ x 30’, shall be cleared of snow. See Attachment 3 Area Map.

3. Specifications for Plowing:

Snow shall be removed from the road surfaces when snow accumulations reach 8 inches in depth. A tractor equipped with a snow blower and/or a truck with a front-end plow shall be used to remove snow as determined by snow conditions and discussions with the COR. The Contractor will be contacted when service is needed and required to provide services within 24 hours of notification from the COR. The Contractor shall leave no berms or piles of snow in front of any buildings or walkway, so cabins will be accessible for guests to use. The Contractor shall be responsible for all gas and oil for snow removal equipment.

Contractor shall provide a front-end loader or similar equipment, including an operator, to remove snowbanks along roadways when snow accumulation no longer allows normal plowing operations to maintain adequate roadway width due to encroaching snowbanks. The bucket attachment should have a minimum capacity of one cubic yard.

4. Performance Period:

BASE YEAR: December 1, 2025 – November 30, 2026 OPTION YEAR 1: December 1, 2026 – November 30, 2027 OPTION YEAR 2: December 1, 2027 – November 30, 2028 OPTION YEAR 3: December 1, 2028 – November 30, 2029 OPTION YEAR 4: December 1, 2029 – November 30, 2030
