Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology on a brand name or equal basis. Technical acceptability requires that quoted products meet all salient characteristics specified in the supply specifications, be clearly identified by brand name, make, and model number (or designated as equal), and include sufficient product documentation such as specifications, datasheets, or brochures demonstrating compliance. Offerors proposing equal products must provide illustrations, drawings, or website references; stated compliance alone is insufficient. Pricing will be evaluated for fairness and reasonableness. The evaluation process assesses offers sequentially in order of increasing price, evaluating only the lowest-priced offer for technical acceptability first, and proceeding through offers until identifying the lowest-priced, technically acceptable offer.
