About this opportunity
The USDA Forest Service is seeking professional Emergency Medical Service (EMS) Medical Direction for Forest Service EMS providers and Incident Medical Specialist (IMS) program personnel in Region 1, covering Montana, Idaho, North Dakota, and South Dakota. The procurement involves providing medical oversight for approximately 250 EMS and 100 IMS personnel who are primarily collateral duty providers working in natural resource career fields such as wildland fire, recreation, range, fisheries, engineering, timber, and law enforcement. Medical directors must possess active medical licenses in all four states (MT, ID, ND, SD), board certification in emergency medicine, an unrestricted DEA license, and the ability to respond to critical patient care questions within 15 minutes via telephone and email. The solicitation is structured as two separate projects (EMS and IMS) with firm-fixed-price awards, and contractors may submit pricing for one or both projects but must include all associated option line items. Evaluation will consider experience, technical capability, past performance, and price, with the first three factors combined being equally important as pricing, and quotes are due by August 13, 2025, at 5:00 PM Mountain Time.
This opportunity is designated as a Total Small Business set-aside under NAICS code 621111 (Offices of Physicians) with a $16 million size standard, and multiple awards may be made from this solicitation. The contract includes a base year running from September 1, 2025, to August 31, 2026, with four consecutive one-year option periods extending through August 31, 2030. Medical direction services will be performed remotely from the contractor's place of business, though the contract allows for site visits and participation in annual training events. The medical director will be responsible for reviewing approximately 15% of patient care reports from an estimated 250 emergency care events annually, with fewer than 20 typically resulting in hospital admissions. Performance will be measured through annual reports and quality assurance activities, with the primary place of performance listed as 3400 Captain Rawn Way, Missoula, MT 59804, serving as the regional headquarters for coordination of services across the four-state area.
