About this opportunity

This Special Notice issued by the USDA Forest Service Pike Zone announces a Blanket Purchase Agreement (BPA) Call Order for tree planting and land management services in Jefferson County, Colorado, specifically within the Platte Ranger District. The call order is designated as a total small business set-aside with a posted date of March 10, 2026, and responses are due by March 25, 2026. This is not an open solicitation for new contractors but rather a call order against an existing Land Management Integrated Resources (LMIR) BPA framework. The LMIR BPA itself remains open and continuous with a $50 million ceiling per contractor, allowing firms to join at any time during its active period. Questions regarding this call order should be directed to JoAnne Meiers at joanne.meiers@usda.gov no later than March 17, 2026, close of business.

The primary objective of this call order is to procure tree planting services for approximately 509 acres of spring planting on Pike National Forest in Teller County, Colorado, involving the planting of approximately 67,000 container-grown seedlings (85% ponderosa pine and 15% Douglas fir) across two units in the Hayman burn area. Only contractors with existing LMIR BPA awards that include tree planting services are eligible to respond to this call order; firms without existing LMIR BPA status may contact the LMIR BPA Team at SM.FS.lmirbpa@usda.gov to join the ongoing BPA. Contractors must submit a technical capability statement addressing their timeline, personnel qualifications, deliverables, and relevant experience, with evaluation prioritizing the lowest-priced compliant quote. Key requirements include commencing work within seven calendar days of the notice to proceed, designating qualified English-fluent personnel (Contractor's Representative, Foreman, and Plot Inspector), maintaining 90 percent planting quality standards measured through plot inspections, and submitting a post-award conference within 10 days of award. The performance period extends from the award date through April 28, 2026, with payment calculated on a per-acre basis and subject to quality assurance deductions if planting quality falls below established standards.
