About this opportunity

The USDA Forest Service Washington Office Law Enforcement Region 13 Subregion 2 issued a Request for Quotation (RFQ 12318726Q0031) to procure nine Polaris 850 PRO RMK snowmobiles (2025 or 2026 model years) for use on forest terrain. The procurement is structured as a commercial item acquisition under FAR Part 12 and will be evaluated using Lowest-Price, Technically Acceptable (LPTA) methodology. Key requirements mandate that all labor, parts, and products installed must meet manufacturer specifications, including non-OEM aftermarket items, with fully assembled and tested units delivered to the Region 13 Subregion 2 Law Enforcement office in Lakewood, Colorado. The evaluation criteria prioritize price as the primary factor, followed by technical acceptability (ensuring quoted products meet or exceed salient characteristics with adequate documentation) and past performance (rated as Acceptable, Neutral, or Unacceptable). Critical deadlines included February 9, 2026 at 12:00 PM EST for submission of questions to Contracting Officer Drackus Thomas, and February 13, 2026 at 5:00 PM EST for submission of complete quotations via email in three separate attachments: Technical Proposal, Past Performance, and Price Proposal.

This solicitation was set aside exclusively for small business concerns, with a NAICS code of 336991 and small business size standard of 1,050 employees. Vickery Motorsports was selected as the awardee on February 18, 2026, with a contract value of $142,200.00 for all nine snowmobiles, representing the lowest price among twelve responsive vendors whose proposals all met technical requirements. Delivery is requested within 60 days of award, with the government preferring vendor pickup within 50 miles of the Lakewood facility; if pickup is unavailable, the vendor must provide F.O.B. Destination delivery with shipping costs included in the quote. Offerors were required to maintain firm pricing for 90 calendar days from offer receipt date. The place of performance is Denver, Colorado, with final delivery to 1617 Cole Boulevard, Building 17, Lakewood, Colorado 80225-3305.
