About this opportunity

The USDA Forest Service Procurement Operations is issuing a competitive BPA Call Order against the Land Management Integrated Resources (LMIR) BPA for precommercial tree thinning and hand piling services on the Lolo National Forest Seeley Ranger District, with a response due date of July 13, 2026.

This procurement is restricted to the 103 companies currently approved as award holders under the LMIR BPA and carries a total small business set-aside designation. The work encompasses seven thinning units totaling 288 acres, plus hand piling across six units totaling 223 acres, with work to commence within seven calendar days of notice to proceed and be completed by October 16, 2027. The estimated begin date is July 15, 2026. Work is seasonal (May 1 through October 16 annually) and must maintain a minimum production rate of 3 acres per day per person.

Contractors must thin trees from 1 foot tall to 8 inches diameter breast height to 15-by-15-foot spacing (14-by-14-foot for units 420A and 420B), with species preference for Ponderosa Pine and Western Larch. Slash treatment varies by unit: Units 234, 420A, 420B, and 237 require whole-unit hand piling with water-resistant paper covering 75 percent of piles; Unit 415A requires roadside hand piling only; Units 415B and 233 require lop and scatter to 18 inches maximum height.

Evaluation is two-step: Step 1 assesses technical capability on pass/fail basis; Step 2 awards to lowest-priced acceptable quote. Quality standards require minimum 90 percent acceptance based on plot inspections (minimum 1 percent of treated area). Payment is graduated: 90 percent or above receives full unit price; 70–89 percent quality receives 2 percent deductions per 1 percent below 90 percent; below 70 percent receives no payment. A post-award conference is required within 10 days of award. The solicitation number is 1284LM26Q0098; Amendment 0001 extended the performance period end date to October 16, 2027. Point of contact: sm.fs.lmirbpa@usda.gov.
