About this opportunity

The USDA Forest Service seeks janitorial services at the Blacksburg/New Castle Work Center on the Jefferson National Forests in Virginia, with proposals due May 7, 2026. This procurement is a total small business set-aside under NAICS 561720 with a firm-fixed-price requirements contract structure.

Place of performance is 110 Southpark Drive, Blacksburg, Virginia (approximately 8,000 square feet, comprising 10 offices, 1 conference room, 14 cubicles, 2 restrooms, and visitor areas). Services are required once per week, Monday through Friday, between 7:30 AM and 4:00 PM, excluding federal holidays. Technical scope includes basic cleaning (floor maintenance, trash removal, carpet vacuuming, spot cleaning, interior glass and mirror cleaning, kitchen and restroom disinfection), entrance cleaning, and periodic services (interior/exterior window cleaning twice annually in April and October; refrigerator and oven cleaning quarterly in January, April, July, and October).

The contract runs for a base year from July 1, 2026 through June 30, 2027, with four optional one-year extension periods through June 30, 2031 (five years total). The government supplies trash bags, vacuums, mops, and equipment but not carpet cleaners or cleaning chemicals; restroom consumables are government-furnished. This is a new requirement with no incumbent contractor. Applicable prevailing wage determination 2015-4299 Rev. 29 specifies a minimum monetary wage of $22 per hour plus fringe benefits for janitorial services employees.

Evaluation follows the lowest price technically acceptable (LPTA) method; the government calculates total pricing by adding base year and all option year prices plus an additional six months of services at the option year 4 rate. Offerors must submit completed Exhibit A (Past Performance Experience Questionnaire), technical capability synopsis, personnel and insurance documentation, equipment details, and pricing for all line items. The government intends to award to a single vendor without discussions. Site visits are available by appointment, Monday through Friday, 9:00 AM to 3:00 PM, with Kendra Brimm (kendra.brimm@usda.gov, 540-953-3562) as the point of contact.
