About this file

This is a Questions and Answers document for Solicitation 12444026Q0063, updated May 4, 2026, containing 17 questions received from April 24 through May 1, 2026, with answers provided by government representatives.

The solicitation pertains to janitorial services for a facility in Blacksburg with a base period of performance from July 1, 2026, through June 30, 2027, with four option years. The facility encompasses approximately 8,000 square feet and contains two restrooms (two stalls in women's, two urinals and one stall in men's). Services are required once per week during business hours of 7:30 AM to 4:00 PM. This is a new requirement with no incumbent contractor. The government will supply trash bags, vacuums, mops, and other equipment but does not provide carpet cleaners or cleaning chemicals. Restroom consumables (paper, soap) are government-furnished. The contract should ideally commence June 1, 2026, though the base period begins July 1, 2026. Periodic services include twice-yearly interior/exterior window cleaning and quarterly refrigerator and oven cleaning, with guidance that these should be incorporated into pricing. Site visits are available by appointment, with government representatives available Monday through Friday between 9:00 AM and 3:00 PM. Quotes must be submitted via portal upload, with the May 7, 2026, deadline specified in the solicitation. The government does not disclose the Independent Government Cost Estimate (IGCE) prior to award and declines to provide current contract amounts or budget information.

1. Period of Performance dates. The SAM.gov synopsis (updated 4/30/2026) lists the Base Year as 07-01-2026 through 06-31-2027, while the attached Statement of Work lists 08-01-2026 through 07-31-2027. Please confirm the correct start date and the dates for each option year. We also note that "06-31" is not a valid calendar date.

I will try and answer as many questions as I can. If you would like a site visit, just send me an email with time between 9:00am- 3:00pm Monday through Friday. Thank you

2. Site visit. Is a site visit required for offerors, or is it recommended? If required, may a designated representative attend on our behalf, and are dates/times available before the May 7 submission deadline? Please also confirm whether the recently posted "Building Map with Site Visit POC" document is intended as a substitute for an in-person visit or as supplemental information.

yes

3. Facility square footage and restroom count. The SOW does not specify the cleanable square footage of the Blacksburg office or the number of restrooms. Please provide these figures so offerors can price accurately.

Approximate Square Footage 8,000 – Number of Restrooms- 2 with 2 stalls in the women’s and a 2-urinals and a stall in the men’s.

4. Government-furnished property and supplies. The SOW confirms that the Government will provide restroom consumables (paper, soap). Please confirm whether the Government also furnishes cleaning chemicals, equipment (vacuum, mop, etc.), and trash liners, or whether these are the contractor's responsibility.

We do supply all the trash bags and vacuum, mops ect. We do not provide a carpet cleaner.

5. Pricing of periodic services. The Schedule of Items shows a single line item per year for "office cleaning, once a week." Should the periodic services described in the SOW (twice-yearly interior/exterior window cleaning; quarterly refrigerator and oven cleaning) be priced within the annual line item, or as separate line items? If separate, please advise on the preferred SOI format.

We would hope this contract will start June 1st

6. Submission format. Please confirm the preferred method of quote submission (email vs.) and any specific document or file-naming requirements.

Please upload your quote into the portal.
