About this opportunity

The U.S. Citizenship and Immigration Services (USCIS) has issued a Limited / Sole Source Justification Notice for DevSecOps services to be provided by Ekagra Partners, LLC under the CIO-SP3 Small Business contract. The sole-source extension, covering the period from January 1, 2025 through June 30, 2025, is necessary to continue critical system maintenance and bug resolution for immigration-related form processing platforms, including the I-829, I-914, I-765, I-824, and I-485 systems. USCIS justified the exception to fair opportunity based on economy and efficiency, citing Ekagra's satisfactory performance since July 2021 and the complexity of onboarding a new contractor within the agency's 90-day transition timeline. The extension is structured as a three-month base period with three potential one-month option periods, bridging the gap until a competitive recompete contract (RIVER) is scheduled for award in February 2025. While specific contract value details were not explicitly stated, the procurement falls under the Computer Systems Design Services NAICS category and focuses on maintaining critical immigration processing systems.

Notice text

USCIS OCON justified an exception to fair opportunity pursuant to FAR 16.505(b)(2)(i)(C) for the procurement of DevSecOps services to operate and maintain major USCIS systems from Ekagra Partners, LLC in Leesburg VA 20176, under its CIO-SP3 Small Business contract number HHSN316201200131W, order number 70SBUR21F00000123.

The extension of non-severable services was necessary to continue the final phase of work resolving bugs in the I-829 form and I-914 suite of forms in accordance with Section 508 requirements. This work, in addition to security maintenance of major USCIS systems, must continue while USCIS proceeds with its competitive.

Ekagra has been satisfactorily performing these services since July 2021 and the development teams continue to actively work the priorities outlined above.

Awarded contract HHSN316201200131W to unknown vendor for unknown amount on 2024-12-30.
