About this opportunity
The U.S. Citizenship and Immigration Services (USCIS) has issued a Limited/Sole Source Justification Notice for DevSecOps services to be provided by Customer Value Partners, LLC under its CIO-SP3 Small Business contract. The justification covers a six-month extension from January through June 2025, which includes maintaining critical USCIS systems such as the Customer Relationship Interface System (CRIS), completing security vulnerability patches, and finalizing system migration efforts. The sole source extension is necessitated by delays in awarding two competitive follow-on contracts (RIVER and RAPID), which are scheduled for February and March 2025 respectively. CVP has been the incumbent service provider since July 2021 and will continue to support key technological priorities, including migrating from AT&T ECX and implementing zero downtime initiatives for major USCIS systems. While specific contract values were not explicitly detailed, the extension represents a continuation of existing work to ensure uninterrupted technological operations during the transition between contract periods. The justification is processed under FAR 16.505(b)(2)(i)(C), which allows for an exception to fair opportunity procurement procedures.
Notice text
USCIS OCON justified an exception to fair opportunity pursuant to FAR 16.505(b)(2)(i)(C) for the procurement of DevSecOps services to operate and maintain major USCIS systems from Customer Value Partners, LLC in Washington DC 20005, under its CIO-SP3 Small Business contract number HHSM316201200125W, order number 70SBUR21F00000122.
The extension of non-severable services was necessary to continue the final phase of work for migration from AT&T ECX and the individual application zero downtime initiative. This work, in addition to security maintenance of major USCIS systems, must continue while USCIS proceeds with its competitive.
CVP has been satisfactorily performing these services since July 2021 and the development teams continue to actively work the priorities outlined above.
Awarded contract HHSN316201200125W to unknown vendor for unknown amount on 2024-12-30.
