About this opportunity
The U.S. Coast Guard is seeking dockside repair services for the USCGC WILLIAM TATE (WLM 560), a 175-foot Buoy Tender located in Philadelphia, PA. The repair scope encompasses comprehensive maintenance activities including fire prevention requirements, tank cleaning and inspection, diesel engine maintenance, commercial cleaning of various ship systems, and structural repairs such as renewing piping, pad-eyes, insulation, and windows. Interested contractors are required to submit their business size status by March 31, 2025, at 3:00 pm Eastern Standard Time to Sandra Martinez and Tobi Provenzano via email. The procurement will utilize NAICS Code 336611 with a small business size standard of less than 1,300 employees. After reviewing responses, the Coast Guard will determine whether the contract will be set aside or remain unrestricted, with a subsequent combined synopsis/solicitation to be posted on the federal business opportunities website.
The pre-solicitation notice indicates the contract is currently designated as a Total Small Business set-aside, with potential qualification paths for HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The performance period for the dockside repairs is scheduled from July 8, 2025, to August 26, 2025, located at the cutter's homeport. Specific set-aside requirements mandate that at least 50 percent of personnel costs must be spent on employees from the designated business categories. While no specific award value is mentioned, the detailed repair scope suggests a substantial maintenance project involving multiple system inspections, cleanings, and replacements. Potential contractors should carefully review the specific requirements, particularly the personnel cost allocation rules associated with various small business designations.
