About this opportunity
The Department of Homeland Security's US Coast Guard is seeking a small business contractor to perform an oil onload service for the USCGC WAESCHE-751 vessel located at Coast Guard Island in Alameda, California. The solicitation requires the selected contractor to deliver 1,800 gallons of Shell Rotella T3 15w40 motor oil via truck between April 1-10, 2025, using specific technical requirements including a 2" male camlock fitting and 150 ft of hose. Key contract requirements include preparing and submitting Over Water Transfer (OWT) notifications, mobilizing appropriate personnel and equipment, coordinating with designated Coast Guard representatives for safety protocols, and providing DOT shipping documents for authorized signature. The contract opportunity is classified under NAICS category 336611 (Ship Building and Repairing) and PSC category 2090 (Miscellaneous Ship and Marine Equipment). Interested contractors must submit their proposals by March 31, 2025, to be considered for this federal contract opportunity.
The solicitation is designated as a total small business set-aside, meaning only small businesses are eligible to compete for this contract. The delivery will be executed exclusively via truck to the specified location in Alameda, California, with a precise delivery window of ten days in early April 2025. While specific award value details are not explicitly stated, the contract involves a technical service with specific operational requirements centered on maritime fuel transfer. The contract's scope is relatively narrow, focusing on a single oil onload operation for a specific Coast Guard vessel. Contractors will need to demonstrate capability in marine logistics, safety coordination, and precise fuel transfer procedures, with a strong emphasis on meeting the US Coast Guard's stringent operational and documentation standards.
