About this opportunity

The United States Coast Guard is seeking a contractor to renew a reference electrode in the Impressed Current Cathodic Protection (ICCP) system for the USCGC WAESCHE located in San Diego, California. The solicitation requires a qualified contractor to remove and replace a specific reference electrode (part number 50910-001) located in the Shaft Alley, following precise technical procedures from the NAVSEA Underwater Ship Husbandry Manual. Contractors must demonstrate the ability to carefully de-energize the system, remove and install the reference cell, connect cables to the junction box, and conduct comprehensive operational tests in the presence of a Coast Guard Inspector. While specific evaluation criteria are not explicitly detailed, the contractor will need to submit Contractor Furnished Reports (CFRs) at various stages of the project and adhere to strict technical specifications. The proposal response is due by March 31, 2025, with the contract opportunity first posted on March 21, 2025.

The contract is set aside exclusively for small businesses and is categorized under NAICS code 336611 for Ship Building and Repairing, with a Product Service Code of J020 for marine equipment maintenance and repair. The estimated value for the reference electrode is $6,670, with a performance period from June 30, 2025, to July 3, 2025, at the 10th Ave Marine Terminal in San Diego. The scope involves replacing a single reference cell with a total quantity of one electrode, with the expectation that each reference cell should have a useful lifespan of approximately 10 years. The contractor will be responsible for measuring electrical potential, assembling components, and verifying system functionality, with specific requirements to investigate and correct any premature electrode failures. After completion, the contractor must turn over the removed Reference Electrode Assembly to Coast Guard personnel.

WORK ITEM 1: Impressed Current Cathodic Protection System, Reference Cells, Renew APM: Do not edit any part of the Work Item Title.
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to renew the designated impressed current, cathodic protection (ICCP) system reference cells. APM: Validate all GFP data. If the Spec Package's Consolidated List of GFP is changed, ensure it is changed in the source WI and GFP style is applied. Edit the table to show the actual components to be renewed. Ensure that referenced work item is also in the availability package. If this is an optional (contingency) work item, be sure that instructions to offerors are such that two prices are submitted: one for renewing a single reference cell; the other for renewing all of them. GFP table shows the total number of installed components. Quantities should be reduced to realistic values for most uses of this work item.
1.2 Government-furnished property. APM: Validate all GFP data. If the Spec Package's Consolidated List of GFP is changed, ensure it is changed in the source WI and GFP style is applied. MTI ITEM DESCRIPTION NSN/PN QTY ESTIMATED COST ($/UNIT) Y Reference Electrode (US Filter Electrocatalytic 50910-001) NSN: 6140-01-118-4721 1 ea. 6,670.002. REFERENCES APM: Ensure all references are latest version in CG-LIMS. If editing a WI's References, change the same ref. in the Spec's Consolidated List of References and contact the SES section chief to change the source WI. 3.2.1 Review and execute preliminary procedures as applicable in accordance with UWSH Manual, Section 19-9.2.1.
3.2.2 Reference Electrode Removal. The Contractor must conduct the procedure for removal of the reference cell in accordance with UWSH Manual, Section 19-9.2.2.
3.2.2.1 Due to ship’s force and SFLC previous troubleshooting efforts, the reference cell components internal to the high-hat cofferdam may already be in a disassembled state. In this case, procedural steps relevant to the internal disassembly of the RE gland assembly in this section may be skipped, but the state of the internal components prior to further disassembly must be documented. Submit a CFR.
