About this opportunity
The US Coast Guard seeks drydock repair and maintenance services for USCGC SOCKEYE (WPB 87337), with proposals due September 11, 2026. The procurement is a 100% Women-Owned Small Business set-aside, classified under NAICS 336611 (Ship Building and Repairing) with a 1,300-employee size standard.
Place of performance is Bodega Bay, California. The contractor must provide a commercial facility accessible from a navigable waterway with minimum 12-foot water depth and 55-foot height clearance. The period of performance runs from February 23 to April 27, 2027. Work encompasses 42 distinct items including ultrasonic hull testing, 100% underwater and aluminum preservation with multi-coat epoxy and ablative coatings, propulsion shaft and rudder renewal, electrical system upgrades including 24VDC distribution, watertight closure preservation, mast handling, and sea trials support. Critical items must be completed within the first 25% of the contract period.
The solicitation is a Firm Fixed Price commercial item acquisition. Quoters must submit proposals via email including a cover letter, price schedule, past performance documentation (up to three references within three years), and detailed technical capability addressing planning, critical path analysis, coatings and welding certifications, dry dock certifications, fire safety plans, and thermographic inspection qualifications. Site visits must be completed by September 4, 2026; questions are due that same date.
Evaluation prioritizes technical capability combined with past performance as the most important factor, followed by past performance and price. The Government will add foreseeable costs to bids for evaluation: vessel transit at $69 per nautical mile, family separation allowances for nine crew members, and travel/per diem if the contractor's facility is outside a 50-road-mile radius of Bodega Bay. Prior to performance, the contractor must obtain Ship Repairer's Liability ($500,000 per occurrence), Comprehensive General Liability ($500,000 per occurrence), Longshoremen's and Harbor Worker's Act coverage, and State Workmen's Compensation insurance.
