About this opportunity

The United States Coast Guard, under the Department of Homeland Security, is soliciting proposals for the transportation and delivery of Shell Gadinia 40W Lube Oil to support the USCGC Polar Star. The solicitation encompasses two separate delivery requirements: 4,900 gallons and 2,000 gallons of the specified lubricating oil. Key contract requirements include truck-based transportation utilizing a 50-100 foot 2-inch camlock hose, provision of 600 feet of boom equipment to be placed around the vessel prior to transfer, and obtaining an Over-the-Water Certificate upon vendor selection. The government will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) methodology, meaning the award will be made to the vendor offering the lowest price among those meeting all technical specifications. The deadline for proposal submission is December 15, 2025, with technical inquiries directed to Trevor Davenport at Trevor.A.Davenport@uscg.mil and contracting inquiries directed to Joseph Legan at Joseph.M.Legan@uscg.mil.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The place of performance is HMAS Kuttabul located at 18 Wylde Street, Potts Point, New South Wales 2011, Australia, with deliveries required during the December 23-26, 2025 timeframe. The total procurement involves 6,900 gallons of Shell Gadinia S3 40WT lube oil across the two line items, with the specific unit price and total contract value to be determined through the competitive bidding process. No incumbent contractor is identified in the solicitation materials, indicating this may be a new requirement or a re-compete with open competition. Vendors must be capable of coordinating marine fueling operations and managing environmental compliance measures associated with over-the-water petroleum product transfers.
