About this opportunity

The United States Coast Guard, operating under the Department of Homeland Security, is soliciting proposals for the transportation and delivery of lubricating oil to support USCGC Polar Star operations. The procurement involves two separate deliveries of Shell Gadinia 40W Lube Oil—1,600 gallons for the first shipment and 2,100 gallons for the second—totaling 3,700 gallons to be delivered to Joint Base Pearl Harbor Hickam in Honolulu, Hawaii. The vendor must provide truck transportation utilizing a 50-100 foot 2-inch camlock hose connection and is responsible for providing 600 feet of boom equipment to be positioned around the vessel prior to the oil transfer operation. An Over-the-Water Certificate will be made available upon vendor selection. Award determination will be made on an LPTA (Lowest Price Technically Acceptable) basis, and the solicitation is open to small businesses only. The deadline for proposal submission is November 5, 2025, with the requested delivery timeframe of December 2, 2025.

This solicitation is designated as a Total Small Business set-aside, limiting competition to certified small business entities. No incumbent contractor information is provided in the solicitation materials. The contract value is not explicitly stated, though it is contingent upon the availability of appropriated funds, as indicated by the inclusion of the FAR Part 52.232-18 Funds Availability clause; vendors should note that government obligation is not binding until funds are officially confirmed in writing by the Contracting Officer. The specific quantity requirements are 1,600 gallons and 2,100 gallons for the two separate deliveries, both scheduled for delivery during the December 2, 2025 timeframe. The place of performance is Joint Base Pearl Harbor Hickam in Honolulu, Hawaii 96819, where the USCGC Polar Star is berthed, and all operations including boom placement and oil transfer must be completed at this location.
