About this opportunity
The US Coast Guard Surface Forces Logistics Center has published a Special Notice regarding technical services for the USCGC James, specifically for inspecting and repairing shaft seals and propeller pitch controls. This notice serves as an informational announcement that the work has already been awarded to JOTFOC Technical Services for cleaning and inspecting port and starboard shaft seals. The Coast Guard vessel has experienced propeller pitch programming issues causing engine speeds to not match desired speeds, preventing the cutter from achieving full operational speed. The work will be performed at the pier in North Charleston, South Carolina, with a period of performance from September 8-10, 2025. The notice falls under NAICS code 336611 for Ship Building and Repairing and is classified as maintenance and repair of ship and marine equipment.
The primary objective is to engage a Rolls Royce Solutions America certified technician to repair and correctly map the propeller pitch to engine RPM controls, enabling the USCGC James to achieve its maximum speed capability of 26 knots. The contractor must provide technical expertise to adjust speed settings, conduct one day of underway testing to verify proper configuration, and deliver a final trip report within three days of contract completion. This opportunity is set aside for total small business participation, though the notice indicates the work has already been awarded. Key points of contact include CWO Matthew Temple from Asset Management and LCDR Andrew Moeller, the Engineering Officer, who will oversee the technical service work. The notice serves primarily informational purposes regarding this specialized marine engineering requirement that addresses critical propulsion system performance issues affecting the vessel's operational capabilities.
