About this opportunity
The U.S. Coast Guard has issued a sole source Special Notice for technical services to resolve load sharing issues with the Number 1 Ships Service Diesel Generator (SSDG) aboard the USCGC James. The vessel has completed a Controlled Parts Exchange with USCGC Hamilton for the Engine Management Control Panel (EMCP) on the Number 2 SSDG, but the EMCP is now obsolete and requires updating to EMCP 4.2B for the generator to become operational. This notice is set aside for total small business participation and is posted for informational purposes only as the Coast Guard intends to proceed with a sole source procurement. The work will be performed at the Federal Law Enforcement Training Centers (FLETC) Base in North Charleston, South Carolina. The Department of Homeland Security's U.S. Coast Guard published this opportunity on June 27, 2025, with responses due by July 3, 2025.
The primary objective is to restore the Number 1 SSDG to normal operational status through the installation and programming of an updated EMCP 4.2B control panel. The contractor must be a Caterpillar certified Technical Representative capable of providing technical expertise, supplying necessary parts and wiring, performing installation and programming work, testing local operation to confirm proper functionality, and delivering a condition trip report upon completion. The period of performance spans from June 1 through June 30, 2025, with the contractor able to coordinate specific dates within this timeframe. A final report must be submitted within three days of the contract performance period conclusion.
