About this opportunity
This Special Notice from the U.S. Coast Guard, Department of Homeland Security, concerns urgent repair services for the USCGC Hollyhock's Welin Lambie Dual Point Davit system. The Notice is designated as a Total Small Business set-aside opportunity posted on July 16, 2025, with a due date of July 21, 2025. The vessel recently experienced water intrusion inside the davit cabinet that required a replacement main inverter, but the crew was unable to determine the root cause or potential cascading issues. The Coast Guard requires a Welin Lambie certified technician to conduct a comprehensive system evaluation and testing. This contract has already been awarded through JOTFOC (Justification and Approval for Other Than Full and Open Competition) due to urgency, making this Notice informational only.
The primary objective is to provide a Senior Field Service Technician for one day of onsite work between July 18 and August 1, 2025, at CGC Hollyhock in Baltimore, Maryland. The technician must work 10 hours to assist with parts installation, conduct a davit assessment, witness davit operations, and report any discrepancies through the CFR process. The contractor must supply and install specific parts including an adjustable elbow fitting, a fuse, and two panel keys to address hydraulic leakage caused by a failed O-ring. Key requirements include providing qualified personnel with Welin Lambie certification, obtaining base access credentials at least one week prior to work commencement, and maintaining professional conduct standards. The work falls under NAICS code 336611 for Ship Building and Repairing and PSC code J020 for maintenance and repair of ship and marine equipment.

STATEMENT OF WORK (SOW)
- BACKGROUND
CGC Hollyhock recently had a discrepancy of water intrusion inside the cabinet of their Welin Lambie Dual Point Davit. The discrepancy required a replacement main inverter to correct the issues. However, the crew was unable to determine the root cause or potential of cascading issues from the casualty. CGC Hollyhock requires a Welin Lambie certified Tech-Rep to go through and reevaluate and test the system. In addition to recertifying the system, CTR must replace the adjustable elbow fitting outlined below which cause a major hydraulic leak due to a failed O-Ring.
