About this opportunity

This Special Notice from the U.S. Coast Guard concerns a steam trap survey contract for the USCGC Healy that has already been awarded through the Joint Operational Test Force Operations Center (JOTFOC). The Department of Homeland Security's Coast Guard Surface Forces Logistics Center published a Notice of Intent to Sole Source, indicating their intention to award a firm fixed price contract to Rolls Royce Solutions America Inc. for conducting a comprehensive steam trap survey on the Coast Guard vessel Healy. The work involves surveying 300 steam traps located throughout the ship's systems according to specific technical drawings and previous survey documentation. The contract falls under NAICS code 336611 for Ship Building and Repairing and will utilize commercial item procedures under FAR Parts 12 and 13. The notice clarifies that this posting is for informational purposes only since the award has already been made.

The primary objective of this contract is to conduct a thorough steam trap survey that includes locating, identifying, and testing all accessible steam traps aboard the USCGC Healy using ultrasonic leak detection equipment and providing stainless steel tagging. The work is scheduled to occur October 19-26, 2025, primarily while the vessel is underway between Juneau, Alaska and Seattle, Washington. Although the contract has been sole-sourced to Rolls Royce Solutions America Inc., the government provided an opportunity for interested parties to submit competing offers by 8:00 AM Pacific Time on September 2, 2025, requiring clear evidence that competition would benefit the government. The contractor must be registered in the System Award Management (SAM) database and will be responsible for providing all necessary equipment and personnel. The Coast Guard will provide power, staff assistance during the survey, and visitor berthing accommodations for the contract duration, with the final deliverable being a comprehensive survey report including steam loss analysis, performance statistics, and total cost of ownership recommendations.
