About this opportunity

The U.S. Coast Guard Academy, a component of the Department of Homeland Security, is seeking qualified contractors to provide in-person tutoring services for college-level STEM courses to cadets pursuing a Bachelor of Science degree at the Academy's New London, Connecticut location. The procurement covers mathematics, science, engineering, and computer data analytics instruction, with tutors required to hold at least a bachelor's degree in a related field and possess minimum one year of higher education teaching and faculty coordination experience. Contractors must demonstrate capability to provide performance metrics including tutor hours, attendance, and progress summaries, and must have a dedicated Project Manager available Monday through Friday from 8:00 a.m. to 4:00 p.m. ET with one-business-day response capability. This is currently a Request for Information (RFI) for market research purposes only, with respondents required to submit capability statements by February 16, 2026 at 12:00 PM ET that address their relevant experience, tutor qualifications, ability to operate in the specified location, and capacity to support specific subject areas. A formal solicitation will be announced separately at a later date, and this RFI carries no expectation of compensation.

No socioeconomic set-aside has been designated for this acquisition, though the government is evaluating whether one would be appropriate for the eventual recompete. The NAICS code assigned is 611691 (Exam Preparation and Tutoring), and no incumbent contractor or award value has been identified in the pre-solicitation materials. Tutoring services are required during fall, spring, and summer academic semesters with tutors operating Sunday through Thursday from 7:00 p.m. to 10:00 p.m., plus one additional day per week from 3:00 p.m. to 7:00 p.m. for faculty coordination, with no services provided during collegiate breaks and federal holidays. The contract period extends from date of award with five one-year ordering periods, meaning the potential contract duration could reach five years with task orders identifying specific courses requiring support. Current demand is significant, with the Class of 2027 requiring 155 cadets in mathematics remediation alone compared to a historical average of approximately 40 cadets.

THIS IS A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES ONLY. The USCG is currently in the process of determining the acquisition strategy and whether a competitive socioeconomic set-aside would be appropriate for this recompete acquisition. To that end, the USCG is seeking to identify potential Contractors and understand capabilities related to providing in person tutoring for college level STEM courses at the U. S. Coast Guard Academy for the Corps of Cadets who are earning a Bachelor of Science degree.
