About this file
This is a Draft Statement of Work (SOW) for in-person tutoring services at the U.S. Coast Guard Academy (USCGA) in New London, Connecticut. The USCGA seeks contractor support to provide tutoring in STEM disciplines—mathematics, chemistry, physics, data literacy/programming, and engineering—to remediate learning loss among the Class of 2027 cadets, who entered with significantly lower preparation levels than historical averages, including 155 cadets requiring mathematics remediation compared to a historic average of approximately 40. Tutoring services are required during fall, spring, and summer academic semesters, with tutors operating Sunday through Thursday from 7:00 p.m. to 10:00 p.m., plus one additional day per week from 3:00 p.m. to 7:00 p.m. for faculty coordination. Services will not be provided during collegiate breaks and federal holidays.
Contractor personnel requirements include a dedicated Project Manager available to the Contracting Officer Monday through Friday, 8:00 a.m. to 4:00 p.m. ET, with response capability within one business day. Each tutor must hold a bachelor's degree or higher in a field closely related to their subject area and possess a minimum of one year's experience teaching and working with faculty and students in higher education. Tutors must maintain weekly records documenting student names, session times, and content reviewed, reported to faculty each week, and must meet with faculty weekly to review course content and syllabus requirements. The contract period of performance extends from date of award with five one-year ordering periods, with task orders identifying specific courses requiring tutoring services. Appendix A lists specific courses across mathematics, science, engineering, and computing disciplines that may require tutoring support in fall, spring, and summer terms. The Government will furnish workspace, equipment, supplies, course materials, textbooks, and relevant software; the Contractor must provide all other necessary facilities, materials, and equipment.

STATEMENT OF WORK (SOW) FOR
TUTORING SERVICES
1.0 GENERAL
1.1 BACKGROUND
The COVID-19 Pandemic led to unprecedented learning loss amongst K-12 students across the United States. U.S. Coast Guard Academy (USCGA) Cadets (Class of 2027) entered the USCGA in Summer 2023 less prepared than ever in math, science, reading, and engineering as evidenced by our summer assessments in these areas. 155 cadets required remediation in mathematics which is quadruple the historic average. In addition, reading, chemistry, and introductory engineering classes showed the lowest grades on record.
1.2 SCOPE
The USCGA requires contractor support to provide in person tutoring in STEM disciplines (data and computing, science, and engineering) for USCGA Cadets to improve the student grades and lead to success in our Core Curriculum and graduation in one of our nine majors.
1.3 OBJECTIVE
Provide in person tutoring services to USCGA Cadets for math, chemistry, physics, data literacy/programming, and engineering for the fall, spring, and summer semesters.
