The work requires providing all labor, equipment, materials, transportation, and supervision necessary to remove existing fencing, prepare the site, and install new fencing that matches the current style and size while ensuring compliance with OSHA safety standards. The contractor must complete all work within 45 calendar days after receiving notice to proceed, with work performed Monday through Friday between 8:00 am and 4:00 pm. The government will evaluate proposals using the lowest priced, technically acceptable (LPTA) criteria and award a firm fixed price purchase order. Questions regarding the solicitation must be submitted by September 25, 2025, and quotes are due September 26, 2025, at 3:00 PM PDT via email with a complete cost breakdown on Standard Form 1449.

This procurement is set aside 100% for small businesses under NAICS code 238990 (All Other Specialty Trade Contractors), specifically for fencing contractors. No incumbent contractor is mentioned in the solicitation documents. While no specific budget range is disclosed, the expanded scope now includes 200 feet of picket fencing with heights varying between 34 and 39 inches to accommodate grade variations, using 3/4 inch thick pickets and corrosion-resistant fasteners. The two pedestrian swing gates will match the height of adjacent fencing to ensure design consistency. Work will be performed at U.S. Coast Guard Station Depoe Bay, located at 240 Coast Guard Dr., Depoe Bay, Oregon 97341, with site visits available on a case-by-case basis by contacting the on-site point of contact.
