About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center intends to award a sole-source, firm fixed price requirements contract to Fairbanks Morse Defense for annual storage and maintenance of four ALCO 251F diesel engines by August 14, 2026, with responses due to Monica.W.Paul@uscg.mil or Kaity.George@uscg.mil no later than 4:00 PM EDT that date. The Coast Guard asserts that only Fairbanks Morse Defense possesses the capability to meet this requirement and is proceeding under 10 U.S.C. 2304(c)(1) and FAR 6.103-1.
Work involves indoor storage and preservation of four remanufactured ALCO 251F main diesel engines at a Fairbanks Morse facility in Houston, Texas, occupying up to 6,000 square feet of secure, climate-controlled space. Engines enter storage when tested and preserved, and remain until the Contracting Officer requests shipment to USCG SFLC warehouse at Curtis Bay, a cutter's home port, or another designated location. The contractor must preserve engines per OEM specifications using Fairbanks Morse Procedure SW-FS-0001 (modified for indoor storage), including draining fluids, cleaning, painting with preservative oil, and sealing openings using Foreign Material Exclusion procedures. For engines stored longer than 12 months, the contractor conducts visual inspections and re-preservation annually. Storage is billed yearly and pro-rated at contract start and end dates. The contract includes individual CLINs for initial storage and annual re-preservation activities for each of the four identified engines. NAICS code 333618 (Other Engine Equipment Manufacturing) applies; size standard is 1,500 employees. Although the government does not anticipate competition, any responsible source may submit a proposal for consideration in determining whether to conduct competitive procurement. No solicitation package is currently available.
