About this file
This is a Statement of Work for engine storage and maintenance services issued by the United States Coast Guard under the Department of Homeland Security.
The contract requires the contractor to provide indoor storage and preservation services for four remanufactured ALCO 251F main diesel engines that were originally produced under the USCG ISVS 270' SLEP MDE contract (70Z02321DAVS00400). The engines are U.S. government property and must be stored at a Fairbanks Morse facility in Houston, occupying up to 6,000 square feet of secure, climate-controlled space. Storage capacity must accommodate four complete engines and four shipping fixtures. Engines shall enter storage when complete, tested, preserved, and packed, and remain until requested for shipment by the USCG Contracting Officer. The storage term begins when the first engine requires space and ends when remaining inventory is released. Storage is billed yearly and pro-rated at contract start and end dates. Upon USCG request, engines may be shipped to the USCG SFLC warehouse at Curtis Bay, directly to a cutter's home port, or to another location designated by the Contracting Officer. The contractor must preserve engines according to OEM specifications using Fairbanks Morse Procedure SW-FS-0001 (modified for indoor storage), including draining all fluids, cleaning, painting with preservative oil, and sealing all openings using Foreign Material Exclusion (FME) procedures. For engines stored longer than 12 months, the contractor must conduct visual inspections and re-preservation at charges specified for each contract year. Quarterly inventory reports documenting quantity, condition, and preservation status must be submitted following each preservation inspection. The contract includes CLINs for initial storage (0001, 1001, 2001, 3001, 4001) and annual re-preservation activities (0002, 1002, 2002, 3002, 4002) for four identified engines with specified serial numbers.

ENGINE STORAGE & MAINTENANCE
CONTRACT STATEMENT OF WORK
FOR
251F MAIN DIESEL ENGINES
REQUIREMENT FOR:
ENGINE STORAGE
RE-PRESERVATION
June 16, 2026
1.0 ALCO 251F ENGINE & DIS PART STORAGE
Background: A minimum number of remanufactured ALCO 251F diesel engines were identified and were required to support production for remanufactured 270 F Class ALCO diesel engines on the USCG ISVS 270’ SLEP MDE contract 70Z02321DAVS00400. These spare engines that were refurbished by FMD on this ISVS SLEP contract are required to be stored and maintained at the FMD Storage Facility. These engines are the property of the US Coast Guard. These engines shall be provided to the US Coast Guard upon request by the Contracting Officer.
The remanufactured engines that remain in FMD inventory upon the expiration of the USCG ISVS 270’ SLEP contract shall remain in FMD inventory and shall be included in this FMD Engine Storage and Maintenance contract. The OEM is required to provide storage space for at least the minimum quantities of these engines as indicated below. These main diesel engines shall be stored and maintained in “A” condition indoors at a secure FMD storage facility. See CLIN’s 0001, 1001, 2001, 3001, 4001 for Engine storage. This CLIN requires the Contractor to store new and remanufactured engines.
Storage
1.1 Engines
1.2 To mitigate equipment delays that will affect shipyard production, engines must be complete, tested, accepted and ready for shipment to CG YARD prior to the start of a cutter availability.
1.3 Based upon this timeline, engine storage is required for approximately one year from engine running on test stand to commissioning of the engine onboard the cutter.
1.4 Upon completion of testing, engines shall be preserved according to OEM standard practice for indoor storage of up to one (1) year. For any engines stored in excess of one (1) year, contractor will provide required maintenance and re-preservation as required.
1.5 Contractor storage is required to allow for just in time delivery of engines (approximately 1 month prior to scheduled installation).
1.6 Engine shipping fixtures shall be stored and included with each engine needed for shipping.
1.7 Quarterly inventory reports shall be provided to the USCG contracting officer upon completion of the preservation inspection. This report shall document engines in storage, quantity, condition and preservation status.
1.8 Unless otherwise specified, complete engines shall be preserved in accordance with the terms of this contract and storage of engines shall be indoors at the Contractor’s facility.
1.9 At any time upon USCG request, the Contractor shall provide individual shipments of engines to the USCG. The ship to location address will be provided by the USCG Contracting Officer and may be identified as (1) the USCG SFLC warehouse facility at Curtis Bay, (2) directly to a USCG cutter’s home port location or (3) to a specific location as identified by the
Contracting Officer.
1.10 At the end of the Contract, any remaining engines shall be packaged for shipping.
Packaging and handling will be negotiated by Change Order and the USCG will arrange for shipping to a USCG SFLC warehouse location provided by the Contracting Officer.
1.11 Storage Term – Engines shall enter storage when complete and ready to ship (tested, preserved and packed) and will remain in storage until requested for shipping by the USCG.
DIS will enter storage once complete and accepted by the USCG until approved for use as part of an engine remanufacture or as requested for shipping by the USCG. The storage term will begin when the first item (engine) requires storage space and will end when remaining inventory is released to the USCG. Storage will be yearly unless otherwise specified and shall be pro-rated at the start and end of the storage term.
2.0 Storage Plan The Storage Plan includes up to 6,000 sq. ft of indoor storage at a Fairbanks Morse Houston location. Pricing for this service is defined in this attachment. The storage area will be fenced off, secured, and ensured to store Government owned equipment. Storage shall include space for four (04) engine shipping fixtures and four (04) complete ALCO 251F diesel engines. If any requirement for a change in the Storage Plan, a Change Order will be submitted to the contractor.
Complete engines are to be stored indoors at Fairbanks Morse Houston location, ready for just-in-time delivery (approximately 01 month prior to scheduled installation).
3.0 Preservation – The Preservation process shall be completed as per OEM specifications for long term indoor storage of engines; up to one year for complete engines. Storage longer than one year will require engine re-inspection and re-preservation in accordance with OEM requirements.
Engine Re-Preservation shall be in accordance with OEM specifications to allow for long term indoor storage for the duration of this contract.
3.1 Engines shall be drained of all fluids, cleaned, preserved and painted with inside of crankcase entirely sprayed with preservative oil. Foreign Material Exclusion (FME) – All openings to be sealed with wood or steel covers, oil cloth, gaskets and plastic caps and plugs. Fairbanks Morse Procedure SW-FS-0001 will be modified for outdoor storage as preservation will need to be inspected every 90 days.
3.2 Re-Preservation Indoors at FM Facility. If engines remain in indoor storage at Fairbanks Morse facilities for over 12 months after acceptance, Fairbanks Morse will conduct a visual inspection and re-preservation of the engine per OEM specifications. CLIN’s 0002, 1002, 2002, 3002, 4002 require the Contractor to unpack, inspect, re-preserve and repackage an engine. CLIN’s reflects re-preservation pricing per individual year for items 1 through 4. If engines remain in storage for additional years, each engine shall be inspected and re-preserved at the charges listed in the year in which they occur.
