About this opportunity
The U.S. Coast Guard has issued a Notice of Intent to sole-source a contract for access to specialized maritime engineering software suites from Stichting Maritiem Research Instituut Nederland (MARIN). The notice covers software design tools from two study groups: the Cooperative Research Navies (CRNAV) Dynamic Stability Joint Industry Government Project and the Cooperative Research Ships (CRS) Joint Industry Government Project Studies. This is not a solicitation for proposals but rather an advance notification of the government's intent to award a sole-source contract. The Coast Guard believes these specialized engineering software tools are exclusively available from MARIN. The notice was posted on September 4, 2025, by the Department of Homeland Security's U.S. Coast Guard.
The primary purpose of this notice is to provide industry with an opportunity to demonstrate alternative capabilities before the Coast Guard proceeds with the sole-source award to MARIN. Interested contractors must submit detailed documentation within 15 calendar days of the notice posting date, with responses due by September 19, 2025. Responses must include comprehensive verification of previous government services provided, including contract numbers, descriptions, performance dates, and points of contact. The software access would support Coast Guard vessel acquisition and sustainment programs, providing tools for dynamic stability analysis, naval architecture, and engineering calculations. All submissions must be sent via email to the designated contracting specialist with the subject line "CRS/CRNAV- NOTICE OF INTENT." The government will not pay for information submitted in response to this notice, and any proprietary information will be handled accordingly.
