About this opportunity
The U.S. Coast Guard seeks contractor-provided training vessels for its Maritime Security Response Team West, with quotations due July 21. This is an RFQ for firm-fixed-price commercial items with no set-aside, performance period July 29 through September 23, 2026.
Place of performance is San Diego, CA. The contractor must provide U.S.-flagged passenger ferry vessels between 150 and 250 feet in length with passenger capacities of 500 to 1,200. Vessels require stable and reinforced deck areas with at least 12 feet by 12 feet open deck space for helicopter operations, freeboard of 15 to 30 feet for small boat operations with minimum 5 feet of unobstructed flat freeboard for personnel boarding, and at least one vessel capable of transiting 10 nautical miles offshore from Point Loma, California. Each vessel must have an enclosed bridge with modern navigation and communication systems, multiple large internal spaces for classroom instruction and tactical briefings, secure storage, adequate restroom facilities, dedicated areas for bridge operations and engine compartments, and first-aid stations. The contractor must provide vessels at a secured pier facility within San Diego County with restricted public access, secured parking and storage for government vehicles and training equipment, and crew with experience supporting military and law enforcement training exercises and training in damage control, emergency evacuations, and first aid.
Performance includes five underway training events from July 29 through September 23, 2026, each requiring a 500-passenger capacity vessel operating 10 nautical miles offshore Point Loma with approximately 5.5 to 6.5 hour durations, and one pier-side training event on September 21 from 0800 to 1600 hours. NAICS code is 488390, Other Support Activities for Water Transportation; PSC is V129, Transportation/Travel/Relocation-Transportation: Other. Evaluation criteria address compliance with requirements, contractor personnel experience and qualifications, security measures protecting sensitive operations, and cost-effectiveness.
