About this opportunity
The U.S. Coast Guard is conducting a Request for Information (RFI) on commercially available Interactive Electronic Technical Manual (IETM) Viewer solutions and S1000D Common Source Database (CSDB) capabilities, with responses due by June 14, 2026. This is a sources-sought notice for planning purposes only and does not constitute a solicitation or commitment to award a contract.
The USCG seeks to modernize its technical data environment to improve accuracy, accessibility, and usability of maintenance and operational information across platforms and assets. Desired solutions must render and manage technical content including wiring data, maintenance procedures, Illustrated Parts Diagrams, operator procedures, and descriptive content; operate effectively in both online and offline or low-bandwidth environments; integrate with S1000D CSDBs or other structured content repositories; and support applicability-driven content filtering and linking to external USCG/DHS systems where appropriate.
The USCG welcomes proposals for commercial off-the-shelf IETM viewer products, integration services for deployment and configuration, or combined product-plus-service approaches. Respondents should submit concise, focused responses. The Coast Guard will use information received to refine its requirements and acquisition strategy for potential future solicitations.
