About this opportunity
The Department of Homeland Security US Coast Guard seeks a single-award Blanket Purchase Agreement for recycling services at Base Kodiak, Alaska, with quotes due August 7, 2026, and technical/contractual questions due July 23, 2026. This is a firm fixed-price BPA with an aggregate ceiling of $350,000 over three years, issued under FAR Part 12 as a combined synopsis/solicitation with no separate RFQ to follow. Full and open competition applies; no small-business set-aside is used.
Place of performance is Kodiak, Alaska. The contractor must provide comprehensive recycling services including receiving, sorting, processing, weighing, recording, transporting, and resale of scrap metals, aluminum cans, electronics/e-waste (requiring R2 Certification), used tires, cardboard, mixed paper, plastics (#1 PETE and #2 HDPE), and abandoned vehicles. The contractor operates its collection site 0800–1600 hours, Monday through Friday, excluding Federal holidays and base closures. The Base Operations and Support Services contractor delivers recyclable materials to the contractor's site at Government expense; abandoned vehicle towing is requested separately with 14-calendar-day completion required. The period of performance is three years from award or until the $350,000 ceiling is met, whichever occurs first.
To be found technically acceptable, offerors must demonstrate capability to perform all Performance Work Statement requirements, provide licenses, present a certified weigh scale certificate, and show current R2 Certification for e-waste processing. Evaluation uses best value with technical capability weighted as more important than price. NAICS code is 562111 (Solid Waste Collection); PSC is S205. Pricing for nine material and service categories is marked "To Be Priced" by the contractor. All invoices submit through the Invoice Processing Platform to the USCG Finance Center. Quotes remain valid for 30 days unless otherwise stated. Contracting Officer and point of contact is Robbin Kessler at robbin.m.kessler@uscg.mil.
