About this opportunity
NASA's Shared Services Center intends to issue a sole-source contract to the University of Southern California for operational and logistical support of SeaPRISM and SMART-S sensor instruments, with capability statements due by 3:00 p.m. Central Standard Time on October 14, 2026. NASA/NSSC will procure this effort under FAR 12.102(a) (sole-source authority) and may conduct the procurement on a competitive basis if responses to this notice warrant that determination. Performance occurs at NASA Goddard Space Flight Center, Greenbelt, Maryland, over a 24-month period from award. The work entails managing and operating AERONET-OC site operations at the Eureka platform, including maintenance, calibration, and high-quality hyperspectral data collection using Cimel sun photometers (340–1640 nm wavelengths). The vendor must transmit raw data in near-real time to AERONET, conduct instrument calibrations every 12–18 months per AERONET standards, collect SMART-S data monthly for validation, and calibrate the spectrometer and sensor head every six months. Interested organizations must submit written capability statements only—not quotes—referencing the notice ID to Procurement Specialist II Cody Guidry at Cody.d.guidry@nasa.gov. NAICS 611310 (Colleges, Universities, and Professional Schools) applies. NASA FAR Supplement Clause 1852.215-84 (Ombudsman) is applicable.
