About this opportunity
The U.S. Bureau of Reclamation (USBR), with support from the U.S. Army Corps of Engineers (USACE) Caribbean District, is conducting industry outreach for the Patillas Dam Seismic Retrofit Project in Puerto Rico, with virtual one-on-one industry meetings scheduled for July 24 and July 27, 2026, on a first-come, first-served basis, and additional dates available in August upon request.
The two-day industry outreach event held June 11–12, 2026, in San Juan included a project presentation, site visit to Patillas Dam, vendor collaboration sessions, and networking. The USBR is currently in final design (60% complete as of December 2025) and anticipates solicitation release in late 2027 following NEPA and SHPO clearance by early 2027. Project completion is required by May 2033 due to FEMA and HUD funding constraints.
The retrofit addresses seismic vulnerabilities in the 1914 semi-hydraulic fill embankment dam by constructing a zoned earthfill overlay berm of approximately 600,000 to 670,000 cubic yards from commercial sources, installing a 24-inch HDPE toe drain system with sand and gravel filters, deepening a key trench to 30 feet at the downstream toe with foundation dewatering, extending and reconstructing outlet works within an existing 330-foot horseshoe tunnel with controlled low-strength material backfill, installing a diver-installed bulkhead at depths exceeding 90 feet, and demolishing and replacing downstream discharge features with new 54-inch concrete-encased steel conduit and 36-inch bifurcation. The project includes permanent and temporary instrumentation, two new concrete control buildings, and a temporary bypass system maintaining 25 cubic feet per second of uninterrupted canal deliveries during outlet works modification. Construction spans four years with no embankment work during the rainy season (August 1–October 31).
USACE solicited written contractor input on constructability concerns by June 30, 2026; proprietary submissions receive protection from competitor disclosure. Draft design drawings and an industry outreach presentation are available in the notice attachments. Engineering firms, contractors, and technical specialists interested in one-on-one meetings should contact USACE Contracting POCs Angel Martinez (angel.j.martinez@usace.army.mil) or M. Renee Booth (meranda.r.booth@usace.army.mil).
