About this file
This is an informational flyer for the Patillas Dam Safety Seismic Modification Project, a federal initiative involving the Bureau of Reclamation, FEMA, and Puerto Rico agencies. The project modernizes the historic 1914 Patillas Dam to address seismic vulnerabilities and ensure long-term reliability of municipal water supply and downstream power generation. No solicitation timeline, response dates, or award dates are provided in this document.
The project scope includes construction of a zoned earthfill berm of approximately 600,000 cubic yards using commercially sourced materials from nearby quarries; engineered drainage systems with sand/gravel filters and a 24-inch HDPE toe drain; key trench excavation to approximately 35 feet with foundation dewatering; installation of advanced instrumentation including inclinometers, piezometers, pressure transducers, and settlement points; demolition and reconstruction of downstream discharge facilities, canal overflow structures, forebays, and a former power building; installation of a new 54-inch concrete-encased steel conduit with a 36-inch bifurcation; outlet works reconstruction within an existing 330-foot-long horseshoe tunnel with CLSM backfill; approximately 200 feet of outlet works extension requiring diver-installed temporary bulkheads through a 24-inch by 24-inch manhole at depths exceeding 90 feet; construction of two new concrete control buildings for gates and valves; and a temporary bypass system to maintain uninterrupted canal flows up to 25 cubic feet per second during construction. The document explicitly states this is not a solicitation, funds are not presently available, and the Government reserves the right to cancel without obligation to reimburse costs.

Patillas Dam Safety Seismic Modification Project
Informational Flyer
Project Overview The Patillas Dam Safety Seismic Modification Project strengthens the structural and operational resilience of the historic 1914 semi-hydraulic fill dam. This modernization effort addresses seismic vulnerabilities, ensures long-term reliability of the municipal water supply, and supports downstream power generation.
Key Project Improvements
• Construction of a zoned earthfill berm (~600,000 cubic yards) to enhance seismic stability.
• Commercially sourced materials from nearby quarries for engineered zones.
• Engineered drainage systems including sand/gravel filters and a 24-inch HDPE toe drain.
• Key trench excavation (~35 ft) with foundation dewatering.
• Installation of advanced instrumentation (in-place inclinometers, piezometers, pressure transducers, settlement points).
• Demolition and reconstruction of reinforced concrete downstream discharge facilities, canal overflow, forebays, and former power building.
• Installation of a new 54-inch concrete-encased steel conduit with a 36-inch bifurcation.
• Outlet works reconstruction inside 20-foot-wide existing horseshoe tunnel (~330 feet long) and backfill with CLSM.
• Outlet works extension of approximately 200 feet, which also requires diver-installed temporary bulkheads through a 24-inch by 24-inch square manhole at 90+ ft depth.
• Construction of two new concrete control buildings for gates and valves.
• A temporary bypass system allowing uninterrupted canal flows up to 25 cfs during outlet works construction.
Why This Project Matters
• Reduces seismic risk to downstream communities.
• Ensures dependable municipal water supply.
• Supports reliable downstream power generation.
• Modernizes critical water infrastructure.
“NOTICE: This is not a solicitation of any offers or bids. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the project is cancelled, there is no obligation to reimburse an offeror for any costs.”
