About this opportunity

The Department of the Army Corps of Engineers Engineering Support Center Huntsville is seeking a contractor for the Facilities Repair and Renewal (FRR) program at USAMMA in Sagami, Japan. The primary objective is to replace pallet racking with a trifold racking system in two warehouses, which will store medical supplies, and perform associated electrical modifications. A critical requirement for this contract is that the contractor must possess a Japanese Construction License (JCL) due to the necessity of anchoring racking systems into the floor because of seismic activity risks. The pre-solicitation notice, posted on May 14, 2025, is seeking potential contractors who either currently hold a JCL or are willing to acquire one. The government is specifically interested in firms with existing joint ventures in Japan or those with direct licensing from the Japanese government.

The contract opportunity is categorized under Commercial and Institutional Building Construction (NAICS 236220) and falls under the Construction of Miscellaneous Buildings product service code. No specific set-aside has been designated for this procurement, which suggests it will be open to a broad range of contractors meeting the specialized licensing requirements. While specific award values are not disclosed in the pre-solicitation notice, the requirement involves infrastructure modifications at two warehouse facilities. Interested contractors are requested to respond to specific questions about their JCL status, existing relationships in Japan, and willingness to submit a proposal by the response deadline of May 22, 2025. The project is located at USAMMA in Sagami, Japan, and is planned for execution in Fiscal Year 2025, indicating a near-term procurement timeline.
