About this opportunity

The USAID/Uzbekistan Market Systems Transformed activity seeks offers for a cost-plus-fixed-fee completion contract to strengthen businesses and the enabling environment in targeted sectors using a market systems approach. Key objectives are to structurally transform the Uzbekistan economy by developing new growth sectors to create jobs, economic inclusion, and export markets for small and medium enterprises. Evaluation will consider technical, cost control, schedule, management, and regulatory compliance factors over a five-year period of performance from October 2023 to September 2028. Offerors must submit proposals by August 15, 2022.

There is no set-aside designation. The place of performance is Uzbekistan under NAICS/PSC codes covering economic development and technical assistance services. Amendment 1 clarifies that grade 12, rather than 11, is the highest grade for salary of foreign service national staff. The activity aims to achieve sustainable and inclusive growth in Uzbekistan by strengthening current drivers in tourism and textiles while developing new sectors in information and communication technology and green economy sub-sectors to attract capital and develop SME export markets.
