About this opportunity
USAID/Philippines seeks capability statements from potential implementing partners for its new Cities for Enhanced Governance and Engagement (CHANGE) Project. Over five years, the $12-15 million project will strengthen decentralization and enhance transparency and accountability in local governance to improve service delivery in participating Philippine cities. Interested parties must submit one-page capability statements by March 31, 2020 describing their experience with objectives including strengthening enabling environments, enhancing local government services and legitimacy, and empowering citizen participation. Evaluation will consider experience with decentralization reform, local governance, gender integration, and partnerships with local organizations in an adaptive management approach.
There is no set-aside designated for this opportunity. As outlined in the draft statement of work, the CHANGE Project will be implemented in two phases starting with eight cities and expanding to additional cities in phase two. Activities will support objectives over five years to strengthen democratic governance through more responsive local administration. The project budget range is $12-15 million to be implemented using an adaptive approach aligned with USAID's priority of supporting people-centered governance in the Philippines.

More transparent, accountable and responsive local governance will be achieved by 1) strengthening the enabling environment for decentralization; 2) Enhancing service delivery capacity, legitimacy, transparency and accountability of participating local governments; and 3) empowering citizens by increasing their participation in and oversight of local governance processes (see Statement of Work in Attachment A). Subject to availability of funds, USAID anticipates that this activity or activities will be implemented over a period of five (5) years with a magnitude of $12M to $15M.
This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal. Responses to this RFI shall not be portrayed as proposals and will not be accepted by the U.S. Government (USG) to form a binding agreement.
