About this opportunity
The USAID Philippines seeks proposals through Solicitation 72049220R00008 to support the Cities for Enhanced Engagement and Governance Activity. This two-phased flexible mechanism will strengthen decentralization and empower citizens to increase transparency and accountability of local governments in eight Philippine cities through 2025. Proposals are due by July 20th and must demonstrate the organization's ability to provide technical assistance on participatory planning, fiscal oversight, and procurement transparency. Evaluation will consider the offeror's approach to achieving annual work plans, an M&E framework, and quarterly performance reporting on responsive governance objectives.
There is no set-aside designation. The primary NAICS and PSC codes relate to international relief services. Awards between $10-15 million will be made as a cost-plus-fixed-fee contract to complement existing USAID projects in health, education, and environment. The selected implementer must manage $1.5-2 million in subawards while conducting its own activities over the five year period in the eight cities. Place of performance is the target municipalities with reporting from the Philadelphia International Airport.
