About this opportunity
USAID's Mission in Kosovo is seeking proposals for the Accountable Justice Activity, a comprehensive program aimed at promoting an independent, accountable, and efficient justice system in Kosovo. The solicitation (RFP No. 72016725R00001) invites qualified organizations to implement a five-year initiative focused on strengthening judicial independence, enhancing anti-corruption efforts, and improving judicial efficiency. The procurement will be conducted through full and open competition, with proposals evaluated based on factors and criteria outlined in Section M of the RFP. Potential offerors are required to submit their proposals by January 27, 2025, with questions regarding the solicitation due by December 12, 2024. USAID encourages participation from a diverse range of organizations, including local Kosovan firms, small businesses, veteran-owned businesses, and other disadvantaged business categories.
The contract will be a cost-plus-fixed-fee completion contract with an estimated value of up to $15 million, located primarily in Pristina, Kosovo. There are no specific set-aside designations for this opportunity, making it open to all eligible organizations. The activity will require five key personnel, including a Chief of Party and Deputy Chief of Party to be proposed with the initial bid, and three Objective Leads to be proposed post-award. The contract includes a 120-day inception period for conducting comprehensive assessments of court performance, corruption vulnerability, minority integration, case management systems, and justice financing. The program aims to support Kosovo's democratic governance and Euro-Atlantic integration objectives by addressing critical challenges in the justice sector, with a particular focus on improving institutional responses to gender-based violence and enhancing overall judicial performance.
