About this file
This is a budget template spreadsheet (Attachment J.2) for the USAID/Kosovo Accountable Justice Activity solicitation that provides a standardized format for offerors to submit detailed cost proposals. The template requires a breakdown of costs across five years in categories including personnel, fringe benefits, allowances, travel and transportation, equipment, supplies, contractual costs (subcontracts/grants/consultants), other direct costs, indirect costs, and fee.
The template includes detailed instructions for completing each budget category, including requirements for personnel compensation justification, fringe benefit calculations, allowance breakdowns, travel cost policies, equipment thresholds ($5,000+), supply definitions (<$5,000), and indirect cost documentation (NICRA if available). Offerors must provide comprehensive budget narratives explaining cost elements for each activity objective, including source documentation and justification for costs exceeding USAID ceilings. The fixed fee is capped at 10% of total estimated costs for cost-plus-fixed-fee contracts.

Personnel: the Offeror’s budget must include position title, salary rate, level of effort, and salary escalation factors for each position. The Budget Narrative must demonstrate that the proposed compensation is reasonable for the services rendered and consistent with what is paid for similar work in other activities of the Offeror. The Offeror must provide their established written policies on personnel compensation. If the Offeror’s written policies do not address a specific element of compensation that is being proposed, the Budget Narrative must describe the rationale for all costs and the supporting market research.
Fringe Benefits: If the Offeror has a fringe benefit rate approved by an agency of the U.S. Government, the Offeror must use such rate and provide evidence of its approval. If the Offeror does not have a Fringe Benefit rate approved, then:
- for United States Nationals and Third-Country Nationals personnel, the Offeror must propose a rate and explain how the Offeror determined the rate. In this case, the Budget Narrative must include a detailed breakdown of all items of fringe benefits (e.g., superannuation, gratuity, etc.) and the costs of each, expressed in U.S. dollars and as a percentage of salaries.
- for Cooperating Country Nationals personnel, the Fringe Benefits must be in accordance with Host Country law and provisions and encompass employer’s contributions and expenses only, whereas employee cost income tax and relevant contributions should be part of employee salary rate under Personnel budget category.
Allowances: when proposed, must be broken down by specific type and by positions applicable (e.g. Shipping of Household Goods, Relocation Allowances - Expat Staff, Storage Reimbursement - Expat Staff, Dependent Education - Expatriate Staff, Hardship Allowance - Expatriate Staff, R&R Allowances - Expatriate Staff, Housing - Individual and Shared, Employee Training, etc.). Offerors must explain all assumptions in the Budget Narrative.
Travel & Transportation: provide details to explain the purpose of the trips, the number of trips, the origin and destination, the number of individuals traveling, and the duration of the trips. Per Diem and associated travel costs must be based on the Offeror’s normal travel policies. When appropriate, please provide supporting documentation as an attachment, such as company travel policy, and explain assumptions in the Budget Narrative.
Equipment: tangible personal property (including information technology systems and vehicles) having a useful life of more than one year and a per-unit acquisition cost which equals or exceeds the lesser of (a) $5,000 or (b) the Offeror or Subcontractor's capitalization threshold for financial statement purposes. Must include information on estimated types of capital equipment, models, and the cost per unit and quantity. The Budget Narrative must include the purpose of the equipment and the basis for the estimates.
Supplies: all tangible personal property (costing $1 to $4,999), including computing devices, acquired under an award that does not meet the definition of equipment above. Must include information on estimated types of equipment, models, supplies and the cost per
unit and quantity. The Budget Narrative must include the purpose of the equipment and supplies and the basis for the estimates.
Contractual (Subcontracts, Grants Under Contract (GUC) and/or Consultants, as required): If applicable, specify the budget for the portion of the activity to be passed through to any subcontractors. The Subcontractors' budgets must align with the same requirements as the Offeror’s budget, including those related to fringe and indirect costs.
Other Direct Costs: this may include other costs not elsewhere specified, such as activity related workshops, office rental, report preparation costs, passports and visas fees, medical exams and inoculations, as well as any other miscellaneous costs which directly benefit the activity. The Offeror should indicate the subject, venue and duration of any proposed conferences and seminars, and their relationship to the objectives of the activity, along with estimates of costs. Otherwise, the narrative should be minimal. Project Defense Base Act (DBA) insurance costs as a separate line item.
Indirect Costs (Overhead and G&A): If the Offeror possesses an Indirect Costs rate approved by an agency of the U.S. Government, the Offeror should include a complete copy of its most current Negotiated Indirect Cost Rate Agreement (NICRA) or other documentation from its cognizant Government Audit Agency. If the Offeror does not have a NICRA, audited balance sheets and profit and loss statements for the last three complete years, and the current year-to-date statements (or such lesser period of time if the Offeror is a newly formed organization), must be included in the proposal. The profit and loss statements should detail the total cost of goods and services sold, including a listing of the various indirect administrative costs, and be supplemented with information on the Offeror’s customary indirect cost allocation method together with supporting computations of the basis for the indirect cost rate(s) proposed.
Fee: the Offeror may propose a fixed fee, which for a cost-plus-fixed-fee contract is not to exceed 10% of the total estimated cost.
Important Information: the Offeror should prepare their detailed budget narrative in a clear and succinct format. The budget narrative must explain the cost element breakdown for each objective of the proposed Activity, describe the nature of individual cost items proposed and include a description of the source of that particular cost estimate (historical experience with the cost item, catalogue price, vendor price quotes, etc.). Estimated costs proposed to exceed ceilings imposed by USAID or Federal procurement policy must be fully explained and justified.
