This is a Request for Information (RFI). This is not a Request for Proposals (RFP) and is not to be construed as a commitment by the U.S Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any cost incurred in the preparation and submission of comments on this RFI. If a solicitation is released it will be posted in www.fbo.gov.
This RFI intends to obtain industry feedback related to the enclosed draft solicitation (only Attachment 1 - Statement of Objectives, Section L - Proposal Instructions, and Section M - Evaluation Criteria). USAID may revise the solicitation based on feedback received, but it is not obligated to do so. This RFI is open for comments from any interested US and Non-US
Organizations.
Responses should be sent using the cover page as Attachment No. 2 to this RFI. USAID values concise, issue-specific responses. Please ensure submitted comments make specific reference to page and section numbers. Responses should be no more than 5 (five)
pages in length (not including the cover page/Attachment 2). Responses to the RFI must be written in English, shall use only 8 ½" x 11" paper, single spaced, Arial 11pt font or 12pt Times New Roman font. Number each page consecutively.
It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. It should be noted that responding to this RFI will not give any advantage to any firm or organization in the subsequent procurement. Responses will be held
confidential. Proprietary information should not be sent.
Standard Clause: FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18 Bid and Proposal Costs, of the Federal Acquisition Regulation.
(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of obtaining information about the interests, capabilities, reasonable prices, and market information related to the enclosed draft statement of objectives.

On August 7, 2019, USAID/Indonesia issued this Notice of Information to provide additional information as the result from meeting on July 15, 2019, attended by 40 representatives from Indonesia government institutions, Non-Governmental Organizations, private sector, and other development partners. A summary of stakeholder input has been provided in this Notice of Information.

The United States Agency for International Development's Mission to Indonesia (USAID/Indonesia) is in the process of gathering information to support an anticipated design for a new Environment Activity, as described in Attachment 1 - Background.
A. Request for Information (RFI)
This is a Request for Information (RFI) and is not a commitment to issue a solicitation, contract, grant or cooperative agreement. Any future solicitations or funding opportunities to the new Environment Activity will be announced on the Federal Business Opportunities website at www.fbo.gov or at www.grants.gov at a later date.
USAID/Indonesia is not seeking technical or cost applications/proposals at this time.
This RFI is open to interested US and non-US organizations to provide responses to questions outlined in Attachment 1 - Information Requested. Responses to this RFI are voluntary. In responding to this RFI, significant emphasis should be placed on discrete and actionable interventions USAID/Indonesia could potentially take to support implementation of the new Environment Activity. Respondents are free to address any or all the questions, as well as provide additional information they think is relevant to the new Environment Activity. USAID/Indonesia may use information obtained from this RFI to develop an activity design.
Submission instructions for this RFI are provided in Section III.A of Attachment 1.
B. Sources Sought Notice (SSN)
Additionally, this is a Sources Sought Notice (SSN) to identify qualified organizations that are interested in and capable of performing the type of work described in Attachment 1 - Background. Your responses to the information requested will assist USAID to plan the acquisition strategy, including whether a U.S. small business set-aside is possible.
Submission instructions for this SSN are provided in Section III.B of Attachment 1.
USAID/Indonesia is under no obligation to acknowledge receipt of the information, answer questions or provide feedback to respondents with respect to any information submitted. Please note issuance of this RFI/SSN does not constitute an award commitment on the part of the U.S. Government, nor does it commit the Government to pay for any costs incurred in the preparation of comments.
